Grant Opportunities for 5339(c) FTA Low or No Emission Bus Program and 5339(b) Bus and Bus Facilities Program
The Federal Transit Administration (FTA) has announced another discretionary grant funding opportunity of nearly $1.49 billion for transit bus and bus facilities projects nationwide!
The Low or No Emission Bus Program 5339(c) will award up to $1.10 billion in federal fiscal year 2024. The purpose of the funding is to support the transition of the nation’s transit fleet to the lowest polluting and most energy efficient transit vehicles.
The Grants for Buses and Bus Facilities Program 5339(b) will award up to $390 million in federal fiscal year 2024. The purpose of the funding is to support transit agencies in buying and rehabilitating buses, vans, and related equipment and building bus facilities.
The ODOT Public Transportation Division (PTD) will submit a statewide application on behalf of local governmental authorities and Indian tribes and project proposals in rural (non-urbanized) areas that must be submitted by the State. The deadline for indicating an intent to apply through ODOT PTD is Monday, March 11, 2024. This is accomplished by completing and submitting the Letter of Intent form. The information requested in the Letter of Intent form is provided to the Oregon legislature when seeking the authority to submit these applications. Be advised that The Bipartisan Infrastructure Law (BIL), Pub. L. 117-58, signed by the President on November 15, 2021, amended the statutory provisions for these programs to include the requirement that any application for projects related to zero-emission vehicles include a Zero-Emission Transition Plan. The FTA sent out a Dear Colleague letter describing this requirement.

If you intend to apply through PTD, complete and send PTD, the Supplemental Form with any supporting materials to the PTD applications inbox by Monday, April 8, 2024. For recipients applying directly to FTA, the deadline is April 25, 2024.
