Our Top Interchange Option
After researching and hearing from you, we now have a top interchange option! We're calling it the Northwest Loop Interchange.
This interchange option is similar to the layout of the Rickreall interchange at OR 99W and OR 22 – you've likely driven through it, it's just four miles west of this project.

The Northwest Loop Interchange Option Will:
- Straighten out OR 22 where it connects with OR 51.
- Make OR 51 an overpass, over OR 22.
- Have two roundabouts on OR 51 to help control traffic.
- Make dedicated ramps for traffic traveling to and from Salem and Independence.

This New Interchange:
- Is safer for all, whether you drive, ride, walk or roll.
- Is better for semi-truck traffic, making it easier for goods to move through the area.
- Minimizes impacts on nearby residents' property.
- Keeps our local history and heritage in mind by avoiding impacts on local historic buildings.
- Eliminates some of the left-turns that were unsafe and caused back ups during peak-hour traffic.

Picking the Access Roads
We asked for your thoughts last year on two new local access road options, one to the north and one to the south of OR 22. Both roads will connect near the OR 22 and OR 51 interchange.
These access roads are important for your safety and help traffic flow better through the interchange by:
- Making it safer for people to reach nearby properties and businesses.
- Reducing the amount of driveways and roads connecting to the highway.
- Helping prevent crashes and keep traffic flowing.

Access Road Option North of OR 22
We shared two access road options to the north of OR 22 at our July 2023 open house. Our top option is a mix of the two we showed you.
This option:
- Reduces out-of-direction travel.
- Connects to the existing N Oak Grove Road then to Aster Street/55th Avenue, follows 55th Avenue down to OR 22, goes next to OR 22 before connecting to Doaks Ferry Road.
Access Road Option South of OR 22
We also shared two access road options to the south of OR 22 at our July 2023 open house. We heard you – our top option is the community favorite from the open house!
This option:
- Makes traveling easier. It connects roads on the south side to meet at the same intersection on OR 51.
- Keeps the flood area for Rickreall and McNary Creeks clear. It keeps new roads away from farmland and the floodplain as much as possible.
- Follows the existing S Oak Grove Road before crossing OR 51, connects to Independence Road NW, goes next to OR 22 before connecting back near the existing Shaw Street NW.
