Southwest Oregon Construction Report for the week of August 27-Sept. 2, 2023
The following report includes ODOT highways in Josephine, Jackson, Coos, Curry and Douglas counties. Projects are listed in the following order: highway, location, project name. Project construction costs are added in parenthesis as appropriate.
Pedestrian routes: Where traffic is routed through or around a work zone, pedestrians, including those with disabilities, will also be provided routes through or around the work zone.

COOS COUNTY
OREGON 42 (Coos Bay-Roseburg Highway), MP 35.5, Frenchie Creek Bridge ($3.9 million)
This project will replace the existing culvert at Frenchie Creek with a 95-foot long concrete bridge.
Highway traffic is limited to a single lane through the work zone. Watch for a traffic signal and expect brief delays.
U.S. 101 (Oregon Coast Highway), MP 274.0-274.1 (Bandon), ADA curb ramp replacement ($4.2 million)
This project will improve safety for pedestrians in Bandon by bringing several highway curb ramps around the entrance to Old Town Bandon and Chicago Ave SE into compliance with the Americans with Disabilities Act. The project also will replace ADA sidewalk ramps in Reedsport, Gardiner, Elkton and Drain.
Watch for intermittent lane and shoulder closures along U.S. 101 in the vicinity of the entrance to Old Town Bandon. Alternate routes will be identified for pedestrians during sidewalk construction.
CURRY COUNTY
U.S. 101 (Oregon Coast Highway), MP 300-301 (Port Orford), Garrison Slough to Cemetery Loop Road paving and pedestrian improvements ($4.35 million)
This project will pave U.S. 101 through Port Orford, replace ADA curb ramps at 15 intersections and make other safety improvements.
Watch for construction along U.S. 101 through Port Orford. This work will involve shoulder closures and intermittent flagging.
U.S. 101 (Oregon Coast Highway), MP 312, Arizona Slide repair
Watch for intermittent lane closures 12 miles south of Port Orford due to repairs on the Arizona Slide. Flaggers will provide traffic control as needed. Watch for construction vehicles entering and exiting the travel lanes. Expect brief delays.
DOUGLAS COUNTY
INTERSTATE 5 (Pacific Highway), MP 81-89, Azalea to Glendale paving ($11.5 million)
This project will pave I-5 between Azalea and Glendale, replace guardrail, construct a crossover for emergency service vehicles (milepost 84.6), and make other safety improvements.
Most work has been completed. The contractor will return to the project area at the end of August to finish a few final work items.
INTERSTATE 5 (Pacific Highway), MP 104, MP 119 and MP 130, VMS and curve warning signs ($2.6 million)
The project will install variable message signs (VMS) and curve warning signs along I-5.
Watch for intermittent nighttime lane and shoulder closures along I-5 at MP 104, MP 119 and MP 130.
INTERSTATE 5 (Pacific Highway), MP 118-126, Garden Valley to Roberts Creek paving ($17 million)
Project is mostly complete. No traffic impacts are expected this week.
OREGON 38 (Umpqua Highway), MP 16, Scottsburg Bridge replacement ($39.5 million)
A short section of Main Street will remain closed under Scottsburg Bridge. Scottsburg West Road motorists are advised to use Oregon 38 to reach other areas of Scottsburg.
Watch for construction at each end of the bridge throughout August and September. Flaggers will provide traffic control as needed.
OREGON 38 (Umpqua Highway), MP 35-36 and MP 50-51 (Elkton and Drain), ADA curb ramp replacement ($4.2 million)
This project will improve safety for pedestrians by bringing several highway curb ramps along Oregon 38 in Elkton and Drain into compliance with the Americans with Disabilities Act. The project also will replace ADA sidewalk ramps in Bandon, Gardiner and Reedsport.
Watch for intermittent lane and shoulder closures along Oregon 38 due to sidewalk construction.
OREGON 42 (Coos Bay-Roseburg Highway), MP 63-72, Tenmile to Winston chip seal ($6.7 million)
This project will apply a chip seal to about eight miles of Oregon 42 from Benedict Road in Tenmile to Brockway Road near Winston. The project will also replace signs and install new roadside reflectors.
Construction is mostly complete. The contractor will return in September to apply striping to the highway.
OREGON 138E (North Umpqua Highway), MP 16.7 (Glide), North Umpqua Highway restriping and flashing pedestrian beacon project ($350,000)
This project will provide an enhanced pedestrian crossing on Oregon 138E directly in front of Glide High School on the west side of the intersection with Park Street. The crossing will include a shortened crossing distance, improved corners and curb ramps, a pedestrian refuge island, a rapid-flashing beacon, a stop bar and buffered bike lanes. The entire intersection will be repaved. Work will continue until the end of August.
Watch for intermittent daytime lane and shoulder closures. Flaggers will provide traffic control as needed. Motorists should watch for construction vehicles entering and exiting the work area.
Pedestrian and bicycle traffic will be accommodated around the work area with appropriate detours and signing.
OREGON 138E (North Umpqua Highway), MP 17.9 (Glide), Lone Rock Bridge repairs ($3.8 million)
This project will increase the vertical clearance of Lone Rock Bridge, paint the steel truss, repair concrete sections of the bridge, and replace the driving surface. This two-bridge project will also repair Dodge Bridge on Oregon 234 in Jackson County. Construction will continue until summer 2024.
Most construction has been completed on the steel truss. Contractors will return later this year to resurface the travel lanes across the bridge. Watch for intermittent lane closures. Flaggers will provide traffic control as needed.
OREGON 138E (North Umpqua Highway), MP 100.6, VMS and curve warning signs ($2.6 million)
The project will install variable message signs (VMS) at three locations on I-5 and on Oregon 138E near the U.S. 97 junction.
Watch for intermittent shoulder and lane closures on Oregon 138E near the U.S. 97 junction. Flaggers will provide traffic control as needed.
OREGON 138W (Elkton-Sutherlin Highway), MP 0-13, Culverts Repair Project ($450,000)
This project will repair and replace culverts along Oregon 138 West between Elkton and Tyee Road. The work is expected to be completed by the end of September.
Watch for intermittent daytime lane and shoulder closures. Flaggers will provide traffic control as needed. Motorists should watch for construction vehicles entering and exiting the work area.
OREGON 99 (Oakland-Shady Highway/NE 1st Street), Oakland Bridge replacement ($22.6 million for two-bridge bundle)
This two-year project will replace the 1925 Oakland Bridge on Oregon 99 (NE 1st Street) at the north end of Oakland. The bridge will be built on a new alignment, just north of the existing bridge. This project is part of a two-bridge bundle that also includes replacing a bridge in the Melrose area west of Roseburg.
Watch for intermittent lane and shoulder closures. Flaggers will provide traffic control as needed and most delays will be brief.
Beginning Friday, Sept. 22, Oakland Bridge will be closed for the weekend. Message boards will be place prior to the closure providing advanced notice. Detour routes will be in place.
MELROSE ROAD (Douglas County Road 167), Conn-Ford Bridge replacement ($22.6 million for two-bridge bundle)
This two-year project will replace the 1964 Conn-Ford Bridge, which spans the south Umpqua River on Melrose Road about one mile west of Roseburg. This project is part of a two-bridge bundle that also includes replacing a bridge in Oakland.
Melrose Road traffic will use a bypass bridge at the South Umpqua River until 2024. Motorists should slow down and drive with caution due to curves at both ends of the bridge and a traffic signal at the east end.
Watch for construction vehicles entering and exiting the travel lanes.
U.S. 101 (Oregon Coast Highway), MP 211.7-213.2 (Reedsport), ADA curb ramp replacement ($4.2 million)
This project will improve safety for pedestrians in Reedsport by bringing several highway curb ramps along U.S. 101 and Frontage Road into compliance with the Americans with Disabilities Act. The project also will replace ADA sidewalk ramps in Bandon, Gardiner, Elkton and Drain.
In Reedsport, watch for daytime lane and shoulder closures along U.S. 101 north of Schofield Creek. In the southern part of Reedsport (U.S. 101 south of Schofield Creek) watch for on-street parking closures and bicycle lane closures. Watch for intermittent lane closures on Frontage Road.
JACKSON COUNTY
INTERSTATE 5 (Pacific Highway), MP 0.0-11.4, California Border to Ashland Paving ($30.7 million)
Expect daytime shoulder and lane closures as the contractor continues work on final contract items such as installing signs, final striping and recessed pavement markers, and corrective work at the Exit 6 bridge decks.
INTERSTATE 5 (Pacific Highway), MP 11-4 (Southbound), Rock scaling project
This project involves removing loose rocks and boulders from steep slopes, preventing debris from falling into the road below and creating a hazard for motorists.
Motorists traveling south on I-5 between Ashland and the California border can expect delays of about 20 minutes during daylight hours (7 a.m. to 4:30 p.m.), Monday to Friday. ODOT will use rolling slowdowns through the area.
Construction was delayed by poor air quality. The work is now expected to be completed by Sept. 1.
INTERSTATE 5 (Pacific Highway), MP 11-19, North and south Ashland paving ($9 million)
For the week of August 27-Sept. 1, the contractor will finish paving the northbound lanes. Watch for workers and equipment Sunday through Thursday nights, 7 p.m. to 7 a.m.
Construction will require nighttime ramp closures through the work zone. Roadside message boards will be updated with dates of ramp closures when schedules are finalized. The nighttime speed limit through the work zone will be 50 mph.
The project will repave this section of I-5, apply new permanent striping, and install new safety rumble strips on the shoulders. Construction will also address ramps at Exits 11, 14 and 19, as well as the Ashland Port of Entry.
INTERSTATE 5 (Pacific Highway), MP 33, VMS and curve warning signs ($2.6 million)
This project will install variable message signs and curve warning signs at several locations along I-5 in Douglas and Jackson counties.
Watch for intermittent nighttime lane and shoulder closures along I-5 near milepost 33.
OREGON 66 (Greensprings Highway) over CORP railroad tracks, MP 0.73, Bridge deck rehabilitation ($2.7 million)
Watch for single-lane traffic in each direction at lane transitions over the railroad tracks until Sept. 20, then occasional lane closures for final work until Oct. 5. An ODOT contractor is rehabilitating the bridge deck for future use. Watch for workers and traffic control signs.
OREGON 99 (Rogue Valley Highway), MP 0.4 to 1.6, Interstate 5 to Scenic Avenue improvement project, Central Point ($3.5 million)
Watch for workers installing signs along the roadway.
Because of delays by the railroad contractor, the traffic signals will not be turned on until the new railroad signals are operational, which could be later this summer. Until then, traffic control at Scenic legs will continue to be provided by a stop sign.
Watch for shoulder closures and watch for construction workers and equipment.
The work zone speed limit has been reduced to 45 mph for worker safety.
This safety project constructs new signals, ADA compliant curb ramps, upgrades the existing railroad crossing and paves, restripe the project area.
OREGON 99 (Rogue Valley Highway), MP 10.2 to 11, Glenwood to Coleman Creek utility work
Watch for possible single-lane traffic, Monday through Friday, as utilities are relocating their lines, wires and pipes out of the right of way for a 2024 improvement project.
OREGON 99 (Rogue Valley Highway), MP 14.39, Wagner Creek Bridge strengthening project, Talent ($335,000)
Watch for single-lane traffic Monday-Friday through Sept. 15. Watch for nighttime lane closures in September.
Contract crews will be strengthening the bridge to allow heavier loads, including emergency service vehicles, to use the bridge.
OREGON 140 (Lake of the Woods Highway), MP 1.03, Turn lanes at Lakeview Drive ($1.7 million)
No traffic impacts are expected this week. Remaining work, scheduled for September, includes seeding the area.
This project constructs center turn lanes from Oregon 140 onto Lakeview Drive.
OREGON 234 (Sams Valley Highway), MP 16, Dodge Bridge painting ($5.8 million)
Watch for single-lane traffic with flaggers, Monday-Saturday, 7 a.m. to 3 p.m., for bridge maintenance and painting.
S. VALLEY VIEW ROAD (Ashland), Bear Creek Bridge bearing replacement ($184,000)
This project, located on South Valley View Road near the Oregon 99 intersection, will provide repairs to the Bear Creek Bridge. Most work will take place under the bridge.
On South Valley View Road, motorists can expect intermittent nighttime delays up to 20 minutes over the bridge during the second half of August. This work will likely take place between 8 p.m. and midnight.
On the Bear Creek Greenway, pedestrians, bicyclists and other travelers should watch for construction activity under the bridge.
JOSEPHINE COUNTY
INTERSTATE 5 (Pacific Highway), Exit 58, north Grants Pass, Seismic bridge improvements and retrofitting ($12.7 million)
Watch for possible shoulder closures under the I-5 Exit 58 bridges through Sept. 7. The contractor is strengthening these bridges to better withstand earthquakes.
This is part of a larger seismic reinforcement project in southern Oregon.
INTERSTATE 5 (Pacific Highway), Hillcrest Road Bridge, north Grants Pass, seismic bridge improvements and retrofitting ($5 million)
The Hillcrest Road undercrossing is now open. Expect daytime shoulder and lane closures as the contractor continues work on final contract items through Sept. 7. The undercrossing will close again on Nov. 1 for additional seismic bridge strengthening through the winter and spring.
OREGON 46 (Caves Highway), MP 15.8 to 19.9, Highway improvements ($3.5 million)
Watch for single-lane traffic and expect delays 6 a.m. to 6 p.m., Monday to Friday. Flaggers will provide traffic control as needed.
This project will repave the highway and make improvements, such as adding retaining walls, guardrails and drainage. Construction is scheduled for completion Oct. 19.
U.S. 199 (Redwood Highway), MP 6.5-41.7, Applegate River to California border safety improvements ($6.7 million)
This project will pave the highway between Cave Junction and O’Brien (MP 29.4-36) and apply a chip seal from O’Brien to the California border (MP36-41.6). The project will also add center-line and shoulder rumble strips and install new speed-feedback signs for traffic approaching Selma and Kerby. Project website.
Paving and chip seal work that had been scheduled for the week of August 20-25 has been postponed due to hazardous air conditions related to nearby wildfires. When construction resumes, watch for day and night lane closures and traffic congestion between Cave Junction and the California border due to paving and chip seal work. Flaggers and pilot cars will provide traffic control. Motorists should expect delays up to 20 minutes. Since chip seals can result in loose rock on the roadway, motorists should slow down, drive with caution, and allow extra space between vehicles.
