Proposed DBE Goal for Transit Funding

On a three year basis, ODOT proposes a Disadvantaged Business Enterprise (DBE) overall goal for Federal Transit Administration (FTA) assisted contracts. This goal sets a target for DBE participation in FTA assisted contracts, including funds that are distributed to public transportation providers across Oregon.

The proposed ODOT FTA DBE Goal and Methodology for FFY 2024 - 2026 is 3.39%.  The DBE goal methodology was submitted to FTA and is publicly available for review and feedback at: Proposed Intermodal DBE Goal and Methodology FFY 2024-2026

Oregon’s public transportation system is funded by a mix of local, state, and federal funding programs, in addition to passenger fares, advertising, and other revenues. To develop a statewide DBE goal ODOT relied on projections of future FTA funding, categories of transit provider contracting, and estimates of DBE firm availability for the anticipated types of contracting. The goal will be meet with contracting with ODOT and regional and local transportation agencies. While the goal is in place ODOT and our partners will continue engagement with the contracting community and professional organizations to share bidding opportunities and build relationships between contractors and transit providers.

The proposed overall goal of 3.39% on FTA-funded contracts and its rationale are available for review and feedback.
