Gorge Construction Summer Updates
Construction continues between Interstate 205 and Hood River while crews improve Interstate 84 and the Historic Columbia River Highway State Trail.

Toothrock Tunnel construction complete
We are excited to announce the completion of the I-84 Paving and Toothrock Tunnel project!
Construction began in 2022 with paving of 13 miles of I-84, including resurfacing several bridges, and repairing the I-84 East exit 41 off-ramp toward Eagle Creek where the bridge surface had deteriorated. In 2023, we completed bridge work and repairs to the floor of the Toothrock Tunnel on I-84 east near Bonneville Dam.
This project smoothed out the ride for travelers and will increase safety and extend the life of the highway.
Crews may be seen in the area throughout July as they clean-up the work area between Cascade Locks and Multnomah Falls. Please expect:
- Occasional nighttime single lane closures in both directions of I-84 from 7 p.m. to 7 a.m. Sunday through Thursday nights.
- Occasional shoulder closures in both directions of I-84.

Historic Columbia River Highway State Trail work advances
Construction continues on a new two-mile section of the Historic Columbia River Highway State Trail connecting Viento State Park and Mitchell Point to the east. Work also continues at the nearby Mitchell Point Tunnel segment.
Travelers can expect:
- Extended lane closure hours the week of July 10: Around-the-clock lane closure in both directions near Exit 56 Monday through Thursday.
- I-84 East Exit 58 to remains closed during construction.
Interstate 84 lane and ramp closures this summer east of Interstate 205
Paving, resurfacing and bridge repair continues on I-84 between Interstate 205 and Marine Drive (exit 17).
A weekend detour of I-84 west will be scheduled for later this summer after bridge repair materials arrive. During this detour, crews will install a new concrete surface on the bridge to improve safety by creating a smoother ride for people traveling on the freeway. We will share updated detour dates in advance. The latest information including detour maps will be posted on the project website. Check TripCheck.com for real-time traffic information.
Through this fall, travelers can expect:
- I-84 detours near the I-205 interchange.
- Nighttime detours of I-84 east at I-205 for several nights.
- Nighttime lane and ramp closures in both directions of I-84 between I-205 and Marine Drive in Troutdale.
- Periodic lane closures on NE 238th Drive to reconfigure the northbound signal with two dedicated left-turn lanes onto I-84 west.
- Several nighttime closures of the following ramps to/from I-205, including:
- I-205 north ramps to I-84 east.
- I-205 south ramps to I-84 east.
Travelers should plan for delays and consider taking an alternate route or form of transportation this summer, as many construction projects are underway through the region.
Hood River intersection improvement project: Cascade Avenue at Rand Road
Construction is underway at U.S. 30 (Cascade Avenue) at Rand Road in Hood River to align the north and south roads of the intersection and install a new signal to improve safety and accessibility.
Work continues at the northeast corner of the intersection through July. Travelers can expect:
- Rand Road northbound is closed at U.S. 30. Detour using 20th Street.
- Left turns restricted at intersection.
- Periodic nighttime lane closures with flaggers directing traffic.
- Signed and accessible pedestrian detours.
TriMet's “A Better Red” project affects I-84 and I-205 travel in east Portland
TriMet’s A Better Red Project is extending the MAX Red Line west and improving system reliability. The project requires:
- Nighttime lane closures and shoulder closures on I-84 and I-205.
- Periodic full closures of I-84 east Exit 7.
- Up to several full weekend closures of I-84 at I-205 later in 2023.
- Disruption of MAX Red Line service between Gateway and Portland International Airport between June 18 and October 21.
