Upcoming highway closures in Clackamas County

CLACKAMAS COUNTY -- Travelers should plan ahead and use alternate routes during upcoming closures on OR 213 in Molalla and OR 99E in Canby for ODOT construction projects. 

  • The intersection of OR 213 and Toliver Road in Molalla will be closed to all users July 6 to August 31 for roundabout construction at this high-crash intersection. The roundabout will make this intersection safer, smoother and reduce future maintenance costs.
  • OR 99E will close to all users in both directions between Sequoia Parkway and South Pine Street in Canby 10 p.m. Thursday, July 6 through 5 a.m. Monday, July 10. While OR 99E is closed, we will remove the unused set of railroad tracks and realign the tracks still in use.

OR 213 Roundabout at Toliver Road in Molalla

The intersection of OR 213 and Toliver Road will be closed July 6 to Aug. 31, 2023.

The intersection will be fully closed to all traffic, including people walking and biking. The
entire intersection will be excavated at one time, which will leave a hole in the roadway during construction. All travelers will need to use the signed detour routes or other alternate routes. 

Through traffic on OR 213 can follow a signed detour using OR 211/Main Street and
South Union Mills Road.

Eastbound traffic on Toliver Road bound for OR 213 can head north on South Dryland
Road and turn right onto South Barnards Road, or head south on South Dryland Road
and turn left onto OR 211/Main Street.

Westbound traffic on Toliver Road bound for OR 213 can use Leroy Avenue and turn left
onto OR 211/Main Street for OR 213 north, or turn right onto OR 211/Main Street for OR 213 south.

About the project

​ODOT, in partnership with the City of Molalla, is improving safety at the intersection of OR 213 and Toliver Road in Molalla by constructing a roundabout.

​Currently, the intersection of OR 213 and Toliver Road is controlled by stop signs and has a high rate of crashes, within the top 10 percent of all highway segments in the state. A roundabout will improve safety by reducing sharp turns while also accommodating the type of traffic that uses it, including large vehicles like trucks, buses and agricultural equipment.

The circular shape of the roundabouts reduces speed. According to the Federal Highway Administration, roundabouts are safer than traditional intersections. Locations with roundabouts can see a:

  • 90 percent reduction in fatalities.
  • 76 percent reduction in injuries.
  • 35 percent reduction in all crashes.

Additional benefits from a roundabout include:

  • Lower maintenance costs.
  • Increased fuel efficiency.
  • Lower severity of collisions when they occur, resulting in significantly fewer severe and fatal injuries.
  • Fewer vehicle and pedestrian conflict points than a stop sign controlled or signalized intersection

Detour using OR 211 and Union Mills Road.

OR 99E Canby Paving and Improvements

OR 99E will close to all users in both directions between Sequoia Parkway and South Pine Street 10 p.m. Thursday, July 6 through 5 a.m. Monday, July 10.

People driving can detour to Sequoia Parkway, Fourth Avenue and South Redwood/Pine Street. People walking, biking or using mobility devices can take a shuttle around the closure 24-hours a day from the southeast corners of Pine Street and Sequoia Parkway.

During the closure, we’ll remove the unused set of railroad tracks and realign
the tracks still in use.

Travelers can expect lane closures on OR 99E prior to and after the July 6-10 weekend closure.

About the project

​​​​​​​This busy 1.5-mile stretch of highway, also called First Avenue, is where people visit businesses, connect to important places like the high school and library, and travel through to reach homes and work. The project will add features to help everyone get around more safely when driving, biking, walking, taking transit or using mobility devices such as a wheelchair. Paving is likely to occur in 2024.
