The Federal Transit Administration (FTA) has announced another discretionary grant funding opportunity of nearly $1.7 billion for transit bus and bus facilities projects nationwide! 

The Low or No Emission Bus Program 5339(c) will award up to $1.22 billion in federal fiscal year 2023. The purpose of the funding is to support the transition of the nation’s transit fleet to the lowest polluting and most energy efficient transit vehicles. 

The Grants for Buses and Bus Facilities Program 5339(b) will award up to $469.4 billion in federal fiscal year 2023. The purpose of the funding is to support transit agencies in buying and rehabilitating buses, vans, and related equipment and building bus facilities.

The ODOT Public Transportation Division (PTD) will submit a statewide application on behalf of local governmental authorities and Indian tribes and project proposals in rural (non-urbanized) areas must be submitted by the State. If you intend to apply through ODOT PTD notify PTDApplications@odot.oregon.gov by Friday, February 24, 2023.  Include: agency name, the fixed grant amount you are requesting, number and type of vehicles, replacement or expansion, fuel type, cost for each vehicle, project description and any costs for any project other than a vehicle.

Be advised that The Bipartisan Infrastructure Law (BIL), Pub. L. 117-58, signed by the President on November 15, 2021, amended the statutory provisions for these programs to include the requirement that any application for projects related to zero-emission vehicles include a Zero-Emission Transition Plan. The FTA sent out a Dear Colleague letter describing this requirement.

Included is a summary of the 150 FY2022 5339 projects announced by the FTA.

If you intend to apply through PTD, complete and submit the application with any supporting materials to PTDApplications@odot.oregon.gov by Friday, March 10, 2023. For recipients applying directly to FTA, the deadline is April 13, 2023.

  • February 28, 2023 from 2:00 -3:30 pm EST - Webinar Link
    • Including a Q/A session focused on questions from rural and tribal applicants.
