The 27th annual Skills Demo and Safety Conference will be held this year in Redmond on September 20th through 22nd. This two and a half day event is an opportunity for road maintenance workers to attend training classes and also show off their heavy equipment operating skills. The conference culminates in a fun and exciting awards banquet celebrating the winners of the various competitions and the overall “Top Gun” award winner.

Portable Changeable Message Sign Handbook
The purpose of this handbook is to provide basic information for the safe and effective use of a Portable Changeable Message Sign (PCMS). This handbook will illustrate proper setup and delineation for a PCMS, as well as provide users with a variety of example messages for a broad range of roadway activities.
Guidance: Developing Internal Traffic Control Plans for Work Zones
This document explains the concept of Internal Traffic Control Plans or ITCPs, as applies in roadway construction work zones. Construction contractors, contracting agencies, and others responsible for work zone safety face the challenge of providing a safe workplace while ensuring the safe movement of all road users through and around the work zone. The concept of an ITCP is to separate – to the extent possible – work vehicles and equipment from workers on foot.
Those involved in roadway construction are likely familiar with temporary traffic control plans (TTCPs), which describe how a specific work zone is to be set up to ensure the safety of the motoring public. However, workers, vehicles, and equipment within the work space are usually not addressed in the TTCP. The ITCP is a plan that project managers and other who have production responsibility for roadway construction projects can use to coordinate and control the flow of work vehicles, equipment, and workers operating in close proximity within the work space.
Guidelines on Ensuring Positive Guidance in Work Zones
This document describes challenges and countermeasures in the provision of positive guidance for motorists in a work zone. The document presents recommended practices and effective strategies and techniques that can be used during the planning and construction phases to ensure positive guidance.
Guidance: Managing Flagging Operations on Low-Volume Roads
Low-volume roads pose a number of unique challenges to those responsible for their management. This document was created to supplement the 2009 Edition of the MUTCD by providing commentary to assist decision makers in planning flagging operations on these roads. Other useful resources, listed in the reference sections, are also available to assist in further refining plans developed with this document.

Work Zone Flagger Training
This video demonstrates proper work zone flagging procedures.
Flaggers: Guardians of the Work Zone
Safe and effective flagging operations are presented. The video covers basic flagging skills and operations for single flagger, two flaggers, one flagger/one way, emergency situations, and nighttime flagging.
Flagging Operations and Procedures
The video emphasizes correct flagger practice including preparation, work zone setup, stopping, releasing, and slowing traffic. Also included is common flagging situations including nighttime flagging, and emergency situations.
Highway Construction Work Zone Hazards
This program was designed to reduce the number of highway construction zone accidents by educating workers about industry best practices and new techniques. The video covers entering and exiting work zones, parking, equipment, traffic, personal protective equipment, and health-related issues.
Integrity of a Work Zone
This class covers the equipment layout and application in both mobile and static work zones to keep them safe and effective. Intended as a review for those already familiar with flagging practices and procedures. (1½ to 2 hours)
