What is the APOST Project?

If you define what a project is, you can clearly identify the reasons to do it. 

AASHTOWare Project OneSource of Truth (APOST) implements the Construction & Materials (C&M) and Civil Rights and Labor (CRL) modules of AASHTOWare Project™ (AWP) to realize the e-Construction vision of a unified database for construction projects in ODOT.

APOST aligns with ODOT’s Excellence Core Value by using our skills and expertise to continuously strive to be more efficient, effective and innovative. APOST also aligns with the ODOT Strategic Action Plan by Implementing Transformative Technologies. ODOT has already implemented the Estimation and Pre-Construction modules of AWP.

So, What’s in It for Me?

AASHTOWare Project (AWP) is coming to ODOT! It’s our new construction data management system. Projects worked in AWP allow us to work from Estimation to completion (3rd Note) in one unified database. AWP covers Estimation, Pre-construction, Civil Rights and Labor (CRL), and Construction and Materials (C&M).

 

But you may be asking,“What’s in it for me?”

First, AWP will be our “one source of truth” for construction data. You’ll have electronic access to contract data. Your data will move seamlessly across browsers, devices and platforms. Expect an increase of information accessibility. You will see a reduction of paper with fewer forms, wet signatures, and spreadsheets. You’ll also have more productivity in evaluation and reporting processes. Even your field work will have improved integration into the project.

Do you work with civil rights, labor, construction or materials? You’ll be invited to join AWP training classes designed specifically for you and your role in AWP. We’re preparing training for all the AWP roles at ODOT. These training events will facilitate your learning experience.

Watch for introductory training opportunities in your units and groups and from the AWP Sys Admin subcommittee.

 

What’s in it for me (WIIFM) in AWP?

AWP will be making many positive changes regarding how we do business. Here are some examples of how AWP will make a difference for you and your work. Watch for more in the next newsletter!

  • Daily Diary – This is the new name for what we’re familiar with as General Daily Progress Reports. If you have a role to view diaries, you’ll be able to see more than one day's dailies at a time. You will now be able to view an entire week's worth of dailies for a specific contract! No more opening up multiple documents to view the entire week.
  • Daily Work Reports (DWRs) – For DWR reports, you'll actually be able to decide on which parameters are returned in the report (e.g., how many DWRs, what details on the DWRs, etc.).
  • Equipment Watch – The integration of Equipment Watch with AWP will make equipment tracking for the your RE office much easier.
  • Materials – All materials and acceptance actions (MFTP and NTMAG items) will be clearly defined in one database. This will significantly reduce the variability of materials used and the means by which they are accepted. Having all acceptance actions defined globally as well as on the contract ensures you are getting the correct data and testing on a more consistent basis, as well as being more automated.

Updated Timeline for Implementation

Our APOST Steering Committee has made some big decisions in the last few months. The results are some schedule changes and solid direction on deployment of AWP CRL and C&M.

 

First, We’re Going Cloud-Hosted

All right, that’s not really new information. But cloud-hosted means a lot of planning with updates to the overall schedule. Logging in and creating accounts is much easier for ODOT and our contractors in the cloud. It also allows for Infotech to support ODOT staff better. They will be able to make updates and changes promptly. All modules need to be in the same environment. We need to move the Preconstruction and Estimation modules on ODOT servers to the new hosted environment. The APOST team and Infotech are completing a contract amendment to make this happen. When the amendment is complete, it will take four months to move and test the modules. Then, we’re ready for production go-live.

 

Second, the Deployment of ODOT Project to AWP

Our project team asked the steering committee to determine which AWP deployment option made the most sense for ODOT. Originally, we planned to deploy the CRL module first in early 2023, and C&M after construction season in the fall. The steering committee reviewed the advantages and disadvantages of our options. They chose to launch both CRL and C&M in the fall 2023. This option allows our project team to conduct a full life of a project pilot and have projects in AWP for both CRL and C&M at the same time.

Introducing: The Pilot

For the pilot, we’ll use two completed projects. We’re calling them “Goldilocks” projects. They are not too big, not too small, but have just the right amount of agency views, materials, CCOs, DBEs, and subcontracts. Once the pilot projects are chosen, we’ll ask the RE offices, materials staff, primes and subcontractors to participate. When the pilot projects are complete, we’ll compare how the project progressed using our current ODOT process to how it progressed using AWP. We’ll be planning the pilot process in the next few months.

Susan Kindsvogel

The entire APOST team would like to give a special shout out of gratitude and appreciation to Susan Kindsvogel from the ODOT Office of Civil Rights. She has been an integral member of the CRL and Training, Communications & Support subcommittees helping to identify as-is and to-be processes for OCR. Her process knowledge has been vital as we develop Quick Reference Guides (QRGs) and Computer-Based Training (CBTs).

Without Susan's commitment to the project and knowledge of OCR processes, creating training that will meet OCR's needs would have been much more challenging. On behalf of the APOST team, it's been great to have Susan on our subcommittees and we will miss her dearly.

FAQs

Why do we need Doc Express AND AASHTOWare?
Doc Express is a document management system and AASHTOWare is a data management system. By adding the data management system, we will not need Doc Express for nearly as many things as we use it for now. However, there are some documents that will require digital or wet signatures, and some documents will still be required per contract. We will continue using Doc Express for these documents.
