Construction Update Report

The Oregon Department of Transportation's Eastern Oregon Region 5 is charged with the safe and effective construction, operation, and maintenance of U.S. and state highways. Region 5 serves the eastern Oregon counties of Morrow, Umatilla, Union, Wallowa, Baker, Grant, Harney and Malheur. The following projects are in progress. All work is dependent on weather conditions, and schedules are subject to change.

UMATILLA / MORROW COUNTIES

I-84: Old Oregon Trail Highway (MP 241-248.5)

Rebuild travel lanes with concrete and resurface passing lanes with asphalt, upgrade select bridge decks, guardrail and other freeway features as needed.

Traffic has been switched to a single lane in each direction and routed to share westbound lanes. There will be two lanes westbound for the steep grade between mileposts 248-246 to allow passing. Everywhere else will be reduced to a single lane in each direction. There will be a couple of emergency turnouts available each direction to allow for disabled vehicles. Speeds are reduced to 50 mph through the work zone. Project began in 2021 and is scheduled for completion by November.

U.S. 30: Pendleton Highway, SE Court Avenue (MP 3.1-3.4)

Lane and sidewalk closures continue along the south side of SE Court Avenue and SE 1st Street. Crews are replacing traffic signal light poles and working on sidewalks and curb ramps. Temporary pedestrian access routes are provided around the work zone and businesses are open. Project is scheduled for completion in May.

U.S. 395: Umatilla-Stanfield Highway (MP 6.03-12.52)

Crews are working on paving and sidewalk repairs, and permanent striping. Expect single lane closures, reduced speeds, and temporary pedestrian detours. Project began in 2021, and is scheduled for completion in May.

UNION / WALLOWA / BAKER COUNTIES

I-84: Old Oregon Trail Highway, Second Street Bridge over I-84 (MP 260.27)

Repair bridge and replace railings on Second Street Bridge over I-84 in La Grande. Road closed to vehicles, open to pedestrians and bicycles. Work does not affect traffic on I-84.

I-84: Old Oregon Trail Highway, McAlister Lane Bridge over I-84 (MP 264.21)

Bridge repairs and railing replacement on McAlister Lane Bridge over I-84. Watch for flaggers and delays up to 20 minutes. Work does not affect traffic on I-84.

U.S. 30: La Grande-Baker Highway, SW McAlister in La Grande (MP 4.91)

The contractor will be repairing concrete and performing other minor tasks. Expect sidewalk closures, pedestrian detours and possible minor delays for motorists. Project began in 2021 and is scheduled for completion in May.

OR 237: La Grande-Cove Highway, downtown Cove at French Street (MP 13.52)

The contractor will be repairing concrete and performing other minor tasks. Expect sidewalk closures, pedestrian detours and possible minor delays for motorists. Project began in 2021 and is scheduled for completion in May.

OR 82: Wallowa Lake Highway Bear Creek (Wallowa River) Bridge (MP 45.6-46.1)

Watch for intermittent shoulder and lane closures with flaggers and delays up to 20 minutes. This multi-year project is scheduled for completion by November 2024.

OR 82: Wallowa Lake Highway, at SE Walton and D & B Supply, Island City (MP 1.74 and 2.41)

The contractor will be repairing concrete and performing other minor tasks. Expect sidewalk closures, pedestrian detours and possible minor delays for motorists. Project began in 2021 and is scheduled for completion in May.

OR 86: Baker-Copperfield Highway (MP 2.67)

Repair bridge and replace bridge railings on Richland Interchange Bridge over I-84. Watch for intermittent flaggers and delays up to 20 minutes. Project is scheduled to continue into the summer.

MALHEUR / HARNEY / GRANT COUNTIES

U.S. 20: Central Oregon Highway, from Warm Springs Road to Harper Junction (MP 171.08-223.16)

Multiple work zones throughout project. Watch for automatic flagging machines, pilot cars and delays up to 20 minutes. Project work includes roadway and bridges resurfacing, chip seal, guardrail replacement.

U.S. 30: Ontario Spur Highway, Snake River (Ontario) Bridge (MP 28.31-28.50)

Single lane traffic in each direction over the bridge with reduced speeds. Watch for intermittent flaggers and delays up to 20 minutes. Pedestrian and bicycle access is available on south side of bridge. Project is scheduled for completion by October.
