Construction on Interstate 84 in the Columbia Gorge is in full swing with multiple ODOT projects making improvements in 2022. Each project has traffic impacts, including impacts this spring on the off-ramp to the Eagle Creek Recreation Area.
ODOT is beginning construction in April on I-84 to repair the Toothrock Tunnel and repave 13 miles of the interstate between Multnomah Falls and Cascade Locks. The I-84 Paving and Toothrock Tunnel project will fix ruts and cracks in the tunnel and create a smoother and safer ride for people driving the highway.
One bridge scheduled for repairs is located on I-84 east Exit 41. Work will close the Exit 41 off-ramp to Eagle Creek to cars as soon as Monday, April 18 to May 12, 2022. Work is weather dependent and the schedule is subject to change. Check TripCheck.com for real-time information.
The Historic Columbia River Highway State Trail uses the Exit 41 off-ramp, which will remain accessible for daytime use by people walking, biking and rolling until 7 p.m. each night when the bridge will close to all users.
The Eagle Creek trail will remain open to the public, however, the parking lot will not be accessible to vehicles.
Those wanting to recreate in the Eagle Creek Recreation Area can access the trailhead via the Historic Columbia River Highway State Trail until 7 p.m. Access is available from the east at the Bridge of the Gods Trailhead or from the west at John B. Yeon or Toothrock Trailheads. Please note: access from the west includes a staircase on the Historic Columbia River Highway State Trail to enter the Eagle Creek recreation area. The Eagle Creek Campground will open May 12, 2022.
Travelers on I-84 can expect nighttime single lane closures on I-84 and nighttime ramp closures from Multnomah Falls to Cascade Locks beginning mid-April.

More Columbia Gorge Construction for 2022
Over the next several years, ODOT has many construction projects planned on I-84 between I-205 and Hood River, and on the Historic Columbia River Highway between Troutdale and Hood River. Here is a look at what to expect in 2022:
- This summer, we will repave and resurface two segments of I-84 between I-205 and Marine Drive and reconfigure the northbound NE 238th Drive signal (Exit 16) as part of an I-84 Paving project.
- The I-84: Culvert Repair project will repair more than a dozen culverts this summer between Corbett and Multnomah Falls to extend their lifespan and maintain safety on the highway.
- Paving and bridge repair, including work in the Toothrock Tunnel, between Cascade Locks and Multnomah Falls begins in April 2022.
- Work is underway to construct two segments of the Historic Columbia River Highway State Trail from Viento State Park to Mitchell Point (opening in 2024) and the Mitchell Point Tunnel (opening in 2023).
- The I-84: Forest Lane Bridge Raising project is increasing height clearances to allow tall or over-height trucks to continue on I-84, making travel more efficient and saving time and money, while also increasing safety on alternate routes.
- This summer, we expect to repair a 2021 landslide along the Historic Highway 1 mile west of Multnomah Falls.
- TriMet’s A Better Red Project constructs a second track and new station for inbound MAX Red Line riders entering Gateway Transit Center.
