The State of Oregon, acting by and through the Department of Transportation, (“Agency”), is issuing this Request for Proposals (“RFP”) for the services of a consultant to design, develop and produce a newsletter covering topics related to Agency Office of Civil Rights (“OCR”) activities, current contracts and opportunities for small business certified firms across the state of Oregon.

Agency anticipates the award of one Contract from this RFP.  The initial term of the Contract is anticipated to be through at least June 30, 2023, with options to renew and extend beyond initial term. 

OVERVIEW, BACKGROUND and PURPOSE

OCR fosters the development of programs that increase opportunities for Oregon’s workforce and small business stakeholders. The Small Business Management Program supports emerging small businesses with resources such as trainings, workshops, newsletters, among others, to draw awareness of contracting opportunities with Agency and to foster capacity of the small business community to participate in contracting opportunities. 

SCOPE OF WORK

Agency is releasing this RFP to procure the services (“Services”) of a consultant to design and produce a digital newsletter covering topics related to, but not necessarily limited to, OCR activities, current contracts and opportunities for small business certified firms across the state of Oregon. The newsletters are of varying length and content. Agency anticipates publishing newsletters every 2 months throughout the year. However, the Agency may increase or decrease the number of newsletter issues published during any specified period.  An example of the needed work is found in the Proposed Statement of Work (Attachment E). Contract is anticipated to start April 2022.
