ODOT is improving safety at the bridge over the railroad tracks just north of Lombard Street. New bridge rails and protective fencing increase safety by reducing the ability for vehicles to crash through the railing and for objects to fall or be thrown off the bridge.

Construction begins next week!

Work begins on Monday, Feb. 7, 2022. Next week, travelers can expect nighttime lane closures on OR 99E north from 7 p.m. to 6 a.m. on weekdays and until 9 a.m. Saturdays and 10 a.m. Sundays.

Below is an overview of construction impacts you can expect over the next several months.

Construction impacts

Lane closures

• Travelers should expect nighttime lane closures in one or both directions of OR 99E from 7 p.m. to 6 a.m. on weekdays and until 9 a.m. Saturdays and 10 a.m. Sundays. Flaggers may direct traffic. 
• For one week, one lane of OR 99E in each direction may close around-the-clock.

Directional closures

• In order to complete the work, the contractor must close one direction of OR 99E traffic at a time from 8:30 p.m. to 5 a.m. We anticipate up to 6 weeks of work in each direction. Detour signs will direct travelers. Detour maps and directions will be posted on the project website.

Walking and biking

• When crews are working on one side of the bridge, the sidewalk will be closed. People walking can use the crosswalks at N Lombard Street and NE Columbia Boulevard and follow signed, accessible detours to use the sidewalk on the opposite side of the bridge.
• When one direction of OR 99E is closed, people cycling can follow a signed detour using North Vancouver Avenue.

Business access

• Businesses remain open and accessible. Local traffic can continue to access businesses on either side of the bridge.

Transit riders

• Visit trimet.org/alerts for impacts to bus routes or stops during construction.

Nighttime noise

• Night work is required in order to minimize traffic impacts and will include beeping noise when vehicles are reversing, and noise from construction trucks and heavy equipment, such as concrete saws, generators, backhoes, air compressors and excavators. We are expecting up to 150 nights of work between 6 p.m. and 7 a.m. There will not be more than five consecutive nights of work at a time, except for one week of work where one lane of OR 99E in each direction will be closed around-the-clock.

About the project

ODOT is improving safety at the bridge over the railroad tracks just north of Lombard Street by: 

• Repairing damaged sections of the historic railing.
• Installing an additional bridge rail that meets current safety standards.
• Installing protective fencing.

New bridge rails and protective fencing increase safety by reducing the ability for vehicles to crash through the railing and for objects to fall or be thrown off the bridge.

Once work begins in January, it will take several months to complete.
