Stafford Act Declaration in Response to the Caldor Fire in California

President Biden has declared an emergency under Title V of the Stafford Act in the state of California, in response to wildfires. Read the declaration here.

What does this declaration mean for carriers moving through Oregon in response to the emergency?

Oregon is prepared to issue permits exclusively to vehicles that are transporting emergency relief supplies with heavy haul weights.  The permit authorizes use of Interstate highways only. Under this permit, the motor carrier is limited to the lowest of the following weights:

  • The tire manufacturer’s sidewall rating.
  • 600 pounds per inch of tire width.
  • 21,500 pounds per single axle.
  • 43,000 pounds per tandem axle.
  • The sum of the permittable axle, tandem axle, or group of axle weights shown in Weight Table 4.

If a single-trip permit is required to move a single, non-divisible item:

  • Contact the Over-Dimension Permit Unit between 7 a.m. and 5 p.m. weekdays at 503-373-0000.
  • To acquire an over-dimension permit when responding to an emergency outside of normal business hours call 503-931-1541.
  • Please notify the permit analyst that you are responding to an emergency so your permit can be expedited.

Please note, vehicles responding to fire emergencies are required to enter open scale facilities when a sign posted before the scale reads:

  • “All Trucks Over 20,000 pounds GVWR Next Right”.
  • Or trucks with a GVWR of 10,000 pounds or greater without a posted sign unless they are operating with red warning lights and/or siren.
