PURPOSE:
To notify Certified Local Public Agencies (Certified LPAs), ODOT Transportation Project Managers/Local Agency Liaisons, and other Certification User Group participants about recent updates to the plans, specifications, and estimate (PS&E) checklist for use on Certified LPA projects.
BULLETIN INFORMATION:
Background:
On September 28, 2020, CPO Bulletin 101_48 announced the requirement to include a signed Certified LPA Railroad Agreement Assurance (Form #734-5285) with all Certified LPA PS&E packages submitted on or after October 1, 2020 to ODOT for approval and federal authorization.
PS&E Checklist Update:
The Certified LPA PS&E Submittal Completeness Checklist (Form #734-5182) was updated in May 2021 to show the railroad agreement assurance requirement. See the "required submittals" section of the form at item "j". Additionally, fillable note fields were added to the "notes" column of the checklist. Item "j" has since been revised effective 06/2021 to show that the certified LPA's railroad coordinator is responsible for signing the assurance form (not the State's Utility Liaison as inadvertently shown in the May version).
The updated checklist is required for use on projects that kick-off on or after the effective date of this bulletin. To avoid re-work, the 08/2018 version of the checklist may continue to be used for projects that are already underway. Regardless which version of the checklist is used, a rail assurance signed by the certified LPA's railroad coordinator is a required PS&E submittal for all Certified LPA projects.
