Eastern Oregon highway construction update

LA GRANDE, Ore. – We are constructing over three-dozen key highway projects this year in eastern Oregon to fix pavement, sidewalks and bridges to make the highways safer and extend the life of the transportation system. Several projects are starting up in April, while other will begin later.
Four key projects beginning early April include:
- Interstate 84: Meacham-Kamela Upgrade project (#20530) between exits 238-246.
- OR 7: I-84 Interchange Bike and Pedestrian Improvements project (#21471) in Baker City (sidewalk and bike lane work along Campbell Street (OR 7) from Exit 304 to Birch Street).
- OR 82: Grande Ronde River (South Elgin) Bridge Repair project (#20495) near Elgin (expect single lane travel on the bridge located south of Elgin).
- OR 244: Slope Repair and Rockfall Mitigation project (#20460) west of Starkey that will address the narrow shoulders and old guardrail between mileposts 35.53 and 36.15.
Below are additional project work zones and anticipated traffic impacts that you will see starting in the next few weeks. A more complete project list will be shared in April.
Please remember to watch for crews, equipment and flaggers, and to be prepared to slow down or stop when you see those orange cones and construction signs.
Distracted or inattentive driving and speed remain primary causes of crashes, so please put cell phones and other distractions away, and ease up on the gas. We want you and our crews to all get home safely at the end of the day. Remember, traffic fines double in all work zones.
The partial listing of highway projects below is sorted by county area, with interstates and U.S. highways listed first, followed by state routes. The anticipated traffic impacts are listed in bold type. Location information is listed via milepost number for the highway section, with local crossroads/landmarks identified. Construction timeframes are estimates and subject to change.

Umatilla / Morrow County area
I-84 Old Oregon Trail Highway - Repair and /or replace 33 culverts, between mileposts 157-254. Intermittent isolated lane closures during the day. Speeds will be reduced to 50 MPH when lane closure is in place. Work is ongoing. Completion: 10/2021.

I-84 Old Oregon Trail Highway - Update Variable Message Signs (VMS) at mileposts 191.4 (eastbound) and 214.0 (westbound). Intermittent lane closures. Some nighttime rolling slowdowns with potential ramp closures of up to 20 minutes. Work expected to begin mid-April. Completion: 06/2021.

Union / Wallowa / Baker County Area
OR7 Baker-Copperfield Highway - Construct sidewalks and ADA curb ramps, mileposts 1.05-1.28. Flaggers, signs, reduced speeds and lane closures. Sidewalk closures and pedestrian detours. Work expected to begin 4/1/2021. Completion: 07/2021.

OR244 Ukiah-Hilgard Highway - Repair slope and install retaining wall; realign roadway; install new guardrail at mileposts 35.5-36.2. Expect lane closures 24/7 with temporary traffic signals, flaggers and pilot cars. Work expected to begin 4/5/2021. Completion: 11/2021.

OR244 Ukiah-Hilgard Highway - Emergency culvert replacement at milepost 41.88. Lane closure with detour, with flaggers 24/7, with delays up to 10-minutes. Work expected to start early April. Completion: 05/2021.
Malheur / Harney / Grant / east Wheeler County Area
I-84 Old Oregon Trail Highway - Repairs to North Huntington Interchange Bridge, mileposts 345.81-345.85. One lane open each direction with concrete barriers separating traffic and advance notification signs. Some detours required at exit ramps with prompt return via onramp. Work expected to begin early April. Completion: 07/2021.

U.S. 20 Central Oregon Highway - Repair and/or replace 17 culverts, between mileposts 86.12-222.64. Short lane closures controlled by flaggers, with delays up to 20 minutes. Work expected to begin 3/29/2021. Completion: 07/2021.
