Suppliers - Register for OregonBuys Today

As a supplier who has, or plans to, work with ODOT, you may have received information about our impending purchasing system change from ORPIN to the new system, OregonBuys, which will go live on July 1, 2021.

The transition to this new system requires all suppliers to register in OregonBuys to continue doing business with the state and existing ORPIN accounts will not transfer over to the new system.

Registration is easy and free

As a supplier you may receive OregonBuys registration emails and phone calls from our vendor, Periscope Holdings (or PHI). These requests are authentic and we ask you to take appropriate action by registering your company as soon as you are able. As a note, Periscope Holdings will also provide ongoing support of the OregonBuys system once launched that will include helpful information, training and resources.

COBID certified suppliers must also register. Since OregonBuys is integrated with the state's COBID system - all you need to do is register and your account will automatically update to reflect your COBID certifications.

Keep using ORPIN through mid-June 2021

After registering for OregonBuys, you will have two logins: an ORPIN login and an OregonBuys login. Continue using the ORPIN login until the full transition on July 1st.


ORPIN Black-Out Period in mid-June

As with any great data transition, there must be a small window of time where information remains unchanged allowing us to set the stage for a successful move. We will be scheduling a short blackout period where ORPIN will go dark and ORBuys will receive the transfer of data before making it openly accessible to users. This is an important piece of the transition and we will continue to update our users with information and anticipated timelines. The anticipated blackout dates will be June 16-30, 2021. 


Why this change?

ORPIN is at the end of its lifespan and with this new eProcurement system, we will have a complete snapshot, from beginning to end, of what ODOT and the state of Oregon buys. We'll then be able to use the information to identify areas where we can save money by allocating better contract terms, ensuring greater fiscal responsibility to our tax payers. OregonBuys will also automate paper and manual processes, eliminate dual data entry, and level the playing field for smaller vendors to be more competitive.
