Full Enforcement of ELD Mandate Begins October 1, 2020
Reminder: On October 1, 2020, Oregon will begin full enforcement of the Federal Motor Carrier Safety Administration (FMCSA) mandate that all motor carriers install and utilize electronic logging devices (ELD) to record commercial drivers’ hours of service (HOS). This mandate will now apply to drivers operating in both intrastate and interstate commerce.
Initially, Oregon-based motor carriers conducting only intrastate transportation had received a temporary Oregon exemption from the mandate.
That exemption along with an additional six month grace period has ended. With the FMCSAs recent extension of the short-haul exemption from 12 to 14 hours, it’s anticipated that most Oregon carriers will meet that exemption and not need to install ELDs.
Starting October 1, Oregon intrastate drivers may be placed out-of-service (OOS) for violations of the ELD mandate unless operating under an ELD specific exemption.
