LA GRANDE – Our busy summer construction season is winding down in eastern Oregon. Most projects are completed or will finish up in the coming weeks. Others, such as these three projects, will start in September.
- Night paving on I-84 (Old Oregon Trail) between mileposts 184-188 begins mid-September.
- A five-week road closure with detour on OR 37 (Pendleton-Cold Springs Highway) begins mid-September to repair the bridge over the Union Pacific Railroad.
- A one-week road closure with detour on I-84 Old Oregon Trail Frontage Road at milepost 239.45 begins Sept. 21.
Traffic impacts for these and other key transportation projects are listed below. Please remember to watch for crews, equipment and flaggers, and be prepared to slow down or stop when you see those orange cones and construction signs.
Please put cell phones and other distractions away, and ease up on the gas. Distracted or inattentive driving and speed remain primary causes of crashes. Although traffic volumes are down from last summer due to the pandemic, there have been incidents of speeding on highways and in work zones. We want you and our crews to all get home safely at the end of the day. Stay safe and watch out for crews and equipment. Traffic fines double in all work zones.
Highway project information is sorted by county area, with interstates and U.S. highways listed first, followed by state routes. The anticipated traffic impacts are listed in bold type. Location information is listed via milepost number for the highway section, with local crossroads/landmarks identified. Construction time-frames are estimates and subject to change.

Umatilla / Morrow County area
I-82 McNary Highway – Replace bridge end panels, milepost 1-2. No traffic impacts. Project complete.
I-84 Old Oregon Trail Highway – Median cable barrier installation work at various sites between Boardman and Idaho border, milepost 155-378, with most work in Baker County area. No traffic impacts. Project complete. https://go.usa.gov/xwZ6X
I-84 Old Oregon Trail Highway – Multiple safety enhancements between Pendleton and La Grande including new variable message boards, road sensors/cameras, lighting, curve signs and more, milepost 214-260. I-84 Old Oregon Trail Highway – Hinkle-Stanfield emergency paving, milepost 184-188. Expect lane closures and reduced speeds during work hours. Work scheduled to begin week of Sept. 7. Paving begins Sept. 14 with crews working approximately 6 PM to 7 AM daily. Completion: October 2020.
I-84 Old Oregon Trail Highway Frontage Road – Drilling operation on Old Highway 30/Meacham Frontage Road, milepost 239.45 near Meacham. Full road closure on frontage road with detour for one week. Closure begins Sept. 21. Completion: September 2020.
U.S. 395-B Pendleton-John Day Highway – Slope repair 7 miles north of Mt. Vernon at milepost 114. Lane closures, flaggers, delays up to 20 minutes. Work is ongoing. Completion: October 2020.
U.S 730 Columbia River Highway – Pavement, storm drain and sidewalk/ADA ramp upgrades in downtown Umatilla, Umatilla River Bridge to Yerxa Avenue, milepost 182.7-183.4. Flaggers, lane and sidewalk closures. Work is ongoing. Completion: November 2020.
OR 37 Pendleton-Cold Springs Highway – Repair bridge over Union Pacific Railroad at milepost 1, one mile east of U.S. 730. Five week detour around work site via U.S. 730, U.S. 395 through Hermiston and I-84 between Stanfield and Pendleton. Work to begin early September. Full bridge closure and detour starts September 21 and ends October 26. Completion: November 2020. https://go.usa.gov/xwZ6X
OR 207 Lexington-Echo Highway – Chip seal, from I-84 at Exit 182 to Butter Creek, milepost 12.59-17.81 (Hwy 333) and MP 27.3-19.6 (Hwy. 320). No traffic impacts for 2020. Project postponed until 2021. Completion: November 2021

I-84 Old Oregon Trail Highway – Safety and paving improvements in Ladd Canyon area. Add third truck lane for eastbound Ladd Canyon traffic, milepost 270-273. Reduced speeds, lane closures, traffic pattern changes and minor delays. Bicycle/pedestrian detours around Ladd Canyon work zone due to no shoulders. Work is ongoing.
