PURPOSE:

Inform Certified Local Public Agencies (Certified LPAs) and the Certification User Group about:

  • New draft LPA Non-A&E Requirements Guide;
  • New Non-A&E Planning Services Request for Proposals (RFP) template; and
  • To seek review and comments on the proposed updates by June 19, 2020.

BULLETIN INFORMATION:

  1. Background: Recently, the ODOT Certification Program and Procurement offices started working toward certifying interested Transportation Management Area (TMA) Metropolitan Planning Organizations (MPOs) in Oregon in consultant selection and contract administration for planning services. This has triggered a need for procurement guidance and a request for proposals (RFP) template that are specific to planning services contracts that are non-architecture and engineering and related.
  2. Documents for Review:
    • DRAFT LPA Non-A&E Requirements GuideThis is a new document that provides guidance on when considering price as a factor in the selection criteria is permissible on federally funded planning services contracts and, if permissible, how to do so.
    • DRAFT RFP for Non-A&E Planning Services TemplateThis request for proposals (RFP) template includes instructions and language that allows price to be considered in the selection criteria.
  3. Due date: Please review the draft guidance and draft RFP template and send any comments, questions or suggested edits to ODOT Procurement Technical Development Coordinator, Kim Rice by June 19, 2020.
