PURPOSE:

This bulletin is to inform Certified Local Public Agencies (LPAs) and other Certification User Group stakeholders about the following:

  • To inform Certified Local Public Agencies (Certified LPAs) and other Certification User Group members of recent draft updates to the LPA A&E Requirements Guide and to the related RFP template; and
  • To seek review and comments on the proposed updates by May 8, 2020.

BULLETIN INFORMATION:

  1. Background: The Certification User Group Standards Subcommittee identified a need to provide additional options to Certified LPAs to streamline the selection and awarding of A&E and related services contracts used on federal-aid projects. The Standards Subcommittee convened an A&E workgroup to clarify the issues and identify potential solutions. One option the workgroup agreed would be helpful is to have an option to award multiple contracts under a single solicitation. As a result, ODOT Procurement Technical Development Coordinator, Kim Rice has drafted updates to the LPA A&E Requirements Guide and the RFP template for review and comment by stakeholders.
  2. Documents for Review:
    • DRAFT LPA A&E Requirements Guide - Added section 3.2.3 to provide an option to develop Request for Proposals (RFPs) for multi-projects under one solicitation process.
    • DRAFT RFP TemplateAdded optional language to solicit proposals for up to three projects using one RFP. Revisions are highlighted in green for multi-project RFPs.
  3. Due date: Please review the draft guidance and draft RFP documents and send any comments, questions or suggested edits to Kim Rice by May 8, 2020.
