Lombard Multimodal Safety Project Update
The Lombard Multimodal Safety Project project will improve safety and travel time predictability for drivers, bicyclists, pedestrians, transit users, freight and people using mobility devices along N Lombard Avenue between N Fiske Avenue and N Boston Avenue. A reduction in travel lanes and removal of parking will begin at N Newman Avenue and continue to N Boston Avenue to accommodate a new center turn lane and bike lanes.
We heard you!
Thank you for your input on the project throughout the design process. The second project open house was held for the community in January at the Portland Village School. Attendees learned more about the project, reviewed design plans and the project schedule, and shared viewpoints on safety and potential impacts. An online open house was also hosted in late January through early March for community members to view information and provide input.
We’ve received great feedback from the community on this project and, with your help, we’ve come up with solutions to accommodate a wide variety of travelers on Lombard. Some of the modifications our design engineers have made to the project include:
- The project boundary has been extended east to N Boston Avenue.
- Traffic signals will be updated, and pedestrian islands will be installed at two locations to make crossing N Lombard Street safer and easier for pedestrians. These pedestrian islands will provide a 21-foot curb-to-curb clearance on this designated freight route, and mountable traffic separators will provide 19 feet of curb-to-curb clearance.
- The project will include two Pedestrian Activated Crossings at N Emerald and N Delaware avenues. The Pedestrian Activated Crossing originally planned at N Drummond Avenue was moved to N Emerald Avenue to better meet the needs of the community.
Pre-construction activities: Now through January
You may see project-related activities taking place now through January 2021. These include:

PGE will relocate utility poles and transfer aerial power lines. Approximately 50 utility poles will be relocated throughout the project area. Brief, planned power outages may occur. PGE will notify impacted customers in advance.
- NW Natural will relocate gas lines on N Lombard Avenue at the intersections of N Chautauqua Avenue and N Wabash Avenue. Disruptions to service will be very limited. NW Natural will notify impacted customers in advance.
Construction Impacts 2021-2022
You may see crews in the area from winter through spring of 2021 removing carefully selected trees to improve pedestrian safety.
While most of the construction work will occur during the day, some tasks will occur at night, when it’s safer for workers and the traveling public. To safely update traffic signals and repave the road, ODOT is seeking a noise variance to work for a limited number of nights between the hours of 7 p.m. and 6 a.m. along N Lombard Street between N Fiske and N Omaha avenues. This work is anticipated to take up to 27 nights between February 2021 and June 2022 for electrical work, and up to 23 additional nights between March and August 2022 for paving.
Prior to construction, more information will be sent to residents and businesses in the project area, including a noise hotline number that can be used to help resolve any noise-related concerns, 24-hours a day.
