Allocation Estimate Update, December 2019
We have recently completed the December 2019 update to the STIF allocation estimate. For most Qualified Entities (QEs), the revenue estimates are greater than the December 2018 forecast. The increase is primarily due to the better-than-expected tax compliance rate. Some QEs might see larger formula fund gains that others due to their relative share of payroll. We update the STIF forecast annually with the state revenue forecast and the most current employment payroll data.

STIF Sub-recipient Eligibility
We have updated the STIF guidance concerning sub-recipient applicant eligibility. Specifically, we have determined that any provider of public transportation services is eligible to receive STIF funds by performing work as a sub-recipient to either a Qualified Entity or Public Transportation Service Provider. The STIF Formula Guidance has been updated here to reflect this updated statutory interpretation.

STF/STIF Consolidation
We have updated the STF/STIF Formula allocation comparison document to incorporate the December 2019 STIF Allocation Estimate update. This document compares 2019-21 STF formula allocation and STIF formula projection to the 2021-23 forecasts for the two STF/STIF consolidation allocation options.
The STF/STIF Consolidation Report and Plan was endorsed by the Oregon Transportation Commission at its November meeting and now advances to the Oregon State Legislature for consideration during the 2020 session. A fact sheet summarizing the key elements of the consolidation proposal is available on the ODOT STF/STIF Consolidation webpage.
