Plan for slow traffic along I-84 at Cabbage Hill east of Pendleton

Highway construction work is continuing along I-84 between Pendleton and La Grande as our $15 million Snow Zone Safety Improvement Project progresses. Contractors are now working on installing the footings and foundations for new freeway lighting and digital message reader boards along the steep grade of Cabbage Hill between mileposts 219 and 221. Because it is unsafe to merge two-lane traffic into one lane along the downhill grade where work is taking place, we are moving traffic into one lane near the top of the hill at milepost 226, several miles prior to construction activities.

Please be patient as you drive through this extra-long work zone, it is there to help keep you and workers safe. The lane closures should be lifted by the end of October.   

Some construction may continue after October as weather permits. Traffic impacts in November and beyond will be kept to a minimum. We’ll resume next spring and complete all the work by the end of 2020.

The final project will provide you with real time information about road and weather conditions, and improve safety via numerous new digital message reader boards, extra highway cameras, lighting, curve warning signs and other enhancement at key locations between Pendleton and La Grande.
