OR 99E Tunnel Illumination – Construction Update

Project nearly complete

We have installed all of the new lighting hardware and fixtures inside the vehicle and pedestrian tunnel. 

We installed the new variable message sign on the south side of the tunnel and it is now functioning.

Crews will complete some finishing work in the next several weeks, using lane closures through the tunnel. Expect periodic daytime lane closures on weekdays from 9 a.m. to 3 p.m. and nighttime lane closures with flaggers directing traffic.

About the Project

The Oregon Department of Transportation, in coordination with the City of Oregon City, is constructing improvements to the Oregon 99E vehicle and pedestrian tunnels just south of downtown Oregon City. The improvements include:

  • Adding new lighting and updating old fixtures and electrical systems to improve safety and visibility.
  • Installing a variable message sign south of the tunnel to alert northbound drivers about traffic conditions in and near the tunnel before they make the sharp turn into downtown.

This project includes closing the left turn from OR 99E onto Tumwater Drive. This will remain closed after construction to improve safety by reducing conflicts with turning vehicles and the future McLoughlin-to-Canemah Trail. Based on traffic analysis, we anticipate no increased delay for left-turning vehicles using South Second Street once Tumwater Drive is closed to OR 99E.
