Public invited to ground-breaking Saturday for Outer Powell Project

PORTLAND -- After several years of planning, environmental study and design work, ODOT will break ground Saturday for the first phase of the Outer Powell Transportation Safety Project.

A ground-breaking ceremony will take place from 10 a.m. to noon Saturday, April 6 in the Safeway parking lot at the corner of Southeast Powell Boulevard and 122nd Avenue, 3527 S.E. 122nd Ave., Portland. Refreshments will be provided along with project displays and mingling followed by presentations and cake cutting. The event location is accessible to people with disabilities and can be accessed by TriMet bus line #9.

The public is invited to join community members, ODOT, elected officials and agency leaders in celebrating this significant milestone in the project.

The project will upgrade the existing roadway with a series of roadway, bike and safety improvements that include:

  • Sidewalks where there are now none.
  • Improved crosswalks.
  • New curb separated bike lanes.
  • A center turning lane for cars, buses and trucks allowing for safer turns and fewer backups.
  • Storm drains to limit water from pooling on the road.                                                 

Project Background

In 2010, understanding the need for safety improvements along Southeast Powell Boulevard in outer east Portland, ODOT and the Portland Bureau of Transportation conducted a preliminary study of the four-mile stretch east of Interstate 205 from approximately Southeast 99th Avenue to the Portland/Gresham city limits at 176th Avenue. This study produced the 2010-2013 Outer Powell Boulevard Conceptual Design Plan.

From 2014 to 2016, based off of recommendations from the Conceptual Design Plan, and through a robust community engagement process, ODOT conducted planning, environmental and initial design work.

In fall 2015, the Oregon Legislature approved $17 million for design and construct of the section of Powell Boulevard from SE 122nd to SE 136th avenues. The City of Portland contributed an additional $3 million. This allowed final design work from 2016-2018.

Subsequently, through the passage of House Bill 2017, the Oregon Legislature delegated funds to design and construct the remaining sections of the project (from Southeast 99th Avenue to 122nd Avenue and between 136th to and 176th avenues).With this funding, ODOT can begin design work on these additional segments of outer Powell Boulevard this spring. Design will be consistent with the section from 122nd to SE 136th avenues.
