This position assists in developing, implementing, and managing the statewide Innovative Contracting Program. This person assesses needs, identifies problems, generates solutions, and implements complex innovative contracting delivery method improvement initiatives that have a statewide significance. Additional Details
- This is a limited duration appointment that is scheduled to last until 06/30/2020, though the duration can change at any time due to business needs. Limited duration appointments are benefits eligible with a designated maximum length of service. This appointment may become permanent.
- This position is represented by the Association of Engineering Employees of Oregon (AEE).
Duties & Responsibilities
- Provide project support to projects in the selection, application, and use of innovative delivery methods for contracting and contracting clauses.
- Collaborate with staff in the risk assessment and strategy development for project risk management.
- Provide documentation management and version control of program documents, specifications, and method selection tool results.
- Provide input for the creation of project reporting.
- Act as a liaison with the ODOT Procurement Office and the region teams to co-facilitate the procurement of innovative delivery methods or alternative contracting techniques.
- Review and work with agency project managers in the development special contracting provisions, special pre-qualifications, project selection criteria, creation of scoring formulas, and coordination of consultant and contractor provided responses.
- Provide innovative contracting research and analyses to evaluate program service problems or successful operational practices and adapt procedures to improve program operations.
- Research and interpret existing laws, rules, and policies.
- Evaluate, refine, and revise existing policies, procedures, and practices.
- Support and assist in conducting original research and document and establish policy and procedures.
- Review and draft comments on specific legislation and court decisions for areas impacting contracting related to Innovative Delivery.
Minimum Qualifications A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills and two (2) years professional-level evaluative, analytical and planning work. OR Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification.
Special Qualifications Employee will be required to use a vehicle to conduct business; you must possess and maintain a current, valid driver license and acceptable driving record.

- Project management experience.
- Ability to develop and maintain relationships and bring together diverse and specialized groups.
- Experience analyzing complex processes, identifying problems, generating solutions, and implementing recommendations.
- Demonstrated attention to detail and research capabilities.
- Experience with the following Microsoft Office programs: Excel, Project, PowerPoint, Word, and Visio.
Working Conditions:
- Work is primarily performed in a typical office environment with extensive and varied use of a computer.
- Field work may be required to visit project sites.
- Work at project sites may involve exposure to traffic and construction equipment hazards and inclement weather conditions.
- Workload involves competing demands, tight time schedules, and simultaneous projects with overlapping deadlines including high-stress conflict situations.
- Occasional statewide travel may require overnight stay.
- Must use a state vehicle to conduct business.
