Oregon DMV chooses proven software provider
SALEM – Oregonians handle their shopping, banking and even file their taxes online. The paper-heavy processes at DMV do not match that reality, but they will in the near future. DMV is undertaking a major transformation to modernize customer service and replace technology. On June 29, DMV signed a 10-year $69.4 million contract with Fast Enterprises (FAST). The contract includes their FastDS-VS® product and configuration services ($40.9 million), which will be part of DMV’s transformation effort. The remaining contract amount is for software support and maintenance ($28.5 million), which becomes an operational cost for six years after the project ends, and will ensure regular updates and product support.
DMV Administrator Tom McClellan says, “This part of our transformation – replacing DMV’s aging systems – will take about three years to complete. It will give employees the tools they need to provide an improved customer service experience to all Oregonians, and allow DMV to replace outdated systems with modern capabilities.”
DMV’s core computer systems, created in the mid-1960s and early 1970s, must be replaced. With each passing year, risk of a critical computer system failure increases, which would impact DMV’s ability to deliver services to Oregonians. It also could affect the collection of revenues that support Oregon’s transportation system. To meet requirements of changing laws and ever-growing customer expectations, DMV needs to improve its business processes and support these with better tools.
FastDS-VS® is a proven, commercial off-the-shelf integrated driver and vehicle services software solution. It provides motor vehicle agencies with a single-source solution for complete administration of driver licensing and vehicle title and registration.
FAST has implemented their system successfully in several other states, and met DMV’s list of initial requirements during the selection process. FAST also ensured its proposal met more than 2,000 additional business requirements specific to Oregon DMV’s rules and regulations.
Ben Kahn, DMV Transformation Manager, leads the Service Transformation Program and feels confident DMV did its homework, “We contacted other states that are modernizing their systems and applied their lessons learned to improve our approach to transformation. We don’t want to be a guinea pig or re-invent the wheel. We want a solution with proven success that won’t require a lot of costly customization. We took the time to do it right, and I feel confident we have found a product that will meet DMV’s needs.”
McClellan is keeping expectations in check. “It has taken an immense amount of work behind the scenes to get to this point, but we are really just at the beginning. Now that we have a vendor, the work to replace our systems and redesign work processes can begin in earnest. We look forward to our customers seeing the initial results once the first rollout is completed in early 2019.”
About the Service Transformation Program
DMV’s Service Transformation Program (STP) is a multi-year program to improve business processes, enhance service capabilities, replace outdated computer systems, and enable DMV to become more flexible and timely in meeting customer expectations and legislative mandates. Initial funding was authorized by the Oregon Legislature in July 2015, and work on STP began shortly thereafter. The entire transformation will take up to 10 years to complete at a cost of $90 million overall.
