Land Conservation and Development Commission (LCDC) Meeting Notice
October 22 to 23, 2026

The October 22-23, 2026, LCDC meeting will be held in Astoria, Oregon, at the Holiday Inn Express located at 204 W Marine Dr.
On Thursday, October 22, Chair Lazo will start the public portion of the meeting at 10:30 a.m. with a word of welcome from Astoria Mayor Sean Fitzpatrick. On Thursday, LCDC will be asked to take action on the following agenda items:
- Rulemaking on Middle Housing Oregon Homes Division 47
- Rulemaking Comment and Adoption on Middle Housing Oregon Homes Division 46
- Public Hearing and Commission Action on Salem Keizer Scenario Plan, and Clackamas County Willamette River Greenway Design Plan Amendment.
The commission will hear a briefing and take public comment on the agency’s draft work plan responding to Executive Order 25-26 Climate Resilience. The last agenda item for Thursday, October 22, will be hearing Public Comment for items not found elsewhere on the agenda.
On Friday, October 23, the meeting will begin at 8:30 a.m. with a walking tour led by the Department of Land Conservation and Developments Ocean and Coastal Services Division. Staff will lead commissioners on a tour of the Columbia River waterfront and downtown. The tour will include stops focusing on working waterfronts and industrial businesses, Oregon Statewide Planning Coastal Goals, and City of Astoria housing developments and initiatives.
At the conclusion of the tour Commissioners and staff will return to the Holiday Inn Express for lunch and a listening session where invited guests from the public and private sector will provide brief statements and engage in discussion with the commission with regard to Industrial Land Readiness.
The commission will then hear from Agency Director Bateman during the Director’s report. The final agenda item for the day is Commission Business; this item on the agenda provides time for commissioners to share updates from the regions they represent.
