Updates on the Climate-Friendly and Equitable Communities Program
Webinar on Climate-Smart Housing Production Strategies
Oregon communities are expanding housing production and reducing greenhouse gas pollution. Aligning these priorities is critical to building thriving, equitable communities. In this webinar speakers will share findings from Climate-Smart Housing Production Strategies, a new study by ECOnorthwest for the Oregon Department of Land Conservation and Development (DLCD) and the Oregon Department of Environmental Quality (DEQ). They will explain how land use, urban design, density, and building choices influence energy use and greenhouse gas pollution. They will also address embodied carbon and how to reduce lifecycle emissions. DLCD is using the results of the study to update the Housing Production Strategy, offering cities new tools to reduce pollution and meet housing needs.
The webinar will cover the following topics:
- Practical strategies to advance affordable, climate-smart, and resilient development
- Co-benefits such as improved health
- How to lower transportation costs
- Building stronger community support.
Speakers:
- Moderator: Cody Meyer, Land Use and Transportation Planner, DLCD
- Martin Brown, Sustainability Analyst, DEQ
- Amanda Ufheil-Somers, AICP, Project Manager, ECOnorthwest

Transportation Planning Rulemaking
This April, the Land Conservation and Development Commission will consider initiating a rulemaking to amend the Transportation Planning Rules (Oregon Administrative Rules, chapter 660, division 12). Most of the proposed changes are small corrections. The commission also will consider repealing OAR 660-012-0210, a rule which has not come into effect.
If the commission decides to initiate rulemaking, the process will continue through 2026, with adoption tentatively scheduled in February 2027.
