 Accepting Applications: 2025-27 Oregon Housing Rulemaking Advisory Committee
In the 2025 Legislative Session, the Oregon Legislature passed two key bills—House Bill 2138 and House Bill 2258—to reduce barriers to housing development and streamline permitting statewide.

HB 2138 directs the Land Conservation and Development Commission (LCDC) to adopt rules that support middle housing types, including prefabricated homes, manufactured dwellings, ADUs, and single-room occupancies. It also calls for a model system development charge methodology to promote equitable homeownership. Rule adoption is targeted by January 1, 2028.

HB 2258 launches the Oregon Homes program, offering “permit ready” building plans preapproved for use on eligible sites. This initiative aims to simplify and accelerate the permitting process. The Department of Land Conservation and Development (DLCD) and the Building Codes Division will coordinate on rulemaking.
To guide implementation, DLCD and LCDC are forming a Rulemaking Advisory Committee (RAC)—a diverse group of stakeholders providing high-level policy direction. The RAC will meet 12–14 times between January 2026 and October 2027, supported by two Technical Advisory Committees focused on operational details for each bill.
