Oregon Department of Land Conservation and Development Holding Public Meeting Meeting on the State Offshore Wind Energy Roadmap
The Department of Land Conservation and Development (DLCD) is developing an Offshore Wind Energy Roadmap to protect Oregonian’s interests and assets in the event of future development of offshore wind energy in Oregon. As part of the process, DLCD is reaching out to solicit public involvement and feedback to better understand the challenges and opportunities.
DLCD is hosting a virtual public meeting to share updates and gather feedback on a state Offshore Wind Energy Roadmap. This virtual meeting is a follow up opportunity after a series of in-person meetings that DLCD hosted in coastal communities from April to June. The Roadmap is set to be completed by mid- to late-2026.
This meeting is a chance for participants to:
- Learn about the status of offshore wind in Oregon
- Hear about the development of the Roadmap
- Ask questions and share their perspectives

About the Offshore Wind Energy Roadmap
In 2024, House Bill 4080 directed DLCD to create a plan that outlines how offshore wind development should move forward in Oregon. The Roadmap will include standards to:
- Inclusive and effective community engagement
- Support for coastal and regional economies
- Development of a trained, equitable local workforce
- Protection of tribal and cultural resources
- Conservation of marine ecosystems and species
- Alignment with Oregon’s clean energy and climate goals
DLCD is working with a Roadmap Roundtable, a group of interested parties who provide advice on the Roadmap’s content and community engagement. Roundtable meetings are open to the public, livestreamed, and include time for comments.
The Roadmap process is not a formal rulemaking effort and will not directly create or change enforceable laws or policies. Instead, it will help guide future decisions, research, and investment related to offshore wind in Oregon.
Why It Matters
Even as federal priorities for offshore wind evolve, Oregon wants to be ready. The Roadmap will help the state:
- Prepare for possible offshore wind energy development
- Understand community priorities
- Improve state policies and processes
