Natural Hazards Mitigation Plan Available for Comment Through March 20, 2025

The Oregon Department of Land Conservation and Development (DLCD) and the Oregon Department of Emergency Management (OEM) invite comments on a draft of the 2025 update to the Oregon Natural Hazards Mitigation Plan (NHMP). This review includes multiple chapters of the draft plan:
Chapter 1 – Introduction
Chapter 6 – Local Capability and Planning Coordination
Chapter 9 – Appendices
The statewide plan provides a broad overview of actions that would help mitigate the statewide risk from natural hazards. This plan does not replace tribal plans or local plans adopted by counties, cities, and special districts. Those plans include lists of important, specific mitigation projects. We will be posting these sessions on DLCD's YouTube channel after the sessions have finished.
Risk Assessment: Comments on the Chapter 3 - Risk Assessment are still welcome. The Risk Assessment now contains a section on wildfire. The Risk Assessment identifies general areas where mitigation projects may be needed, but does not change the criteria or allocation formulas for the various grant programs that fund mitigation projects.
Wildfire Hazard Regulations: The Oregon Natural Hazards Mitigation Plan, the risk assessment, and the risk maps are not regulatory. The Oregon Department of Forestry and Oregon State University developed a statewide wildfire hazard map as required by the Oregon Legislature for use in building codes, defensible space requirements, and grant programs.
