The Oregon Coastal Management Program is currently reviewing the following project for consistency with the Program's enforceable policies.
All public comments must be received within the public comment period from 3/5/2025 - 4/4/2025
Project Name: Neptune’s Vault Coos Bay Wine Storage Research and Development Project
Applicant: Chris Cuvelier
Permit Type & Authority: Individual Permit, Section 10, Rivers and Harbors Act, Clean Water Act Section 404
Public Comment Period: March 5, 2025 - April 4, 2025
Location: 63214 Troller Rd, Coos Bay, Coos County, Oregon
Latitude and Longitude: 43.336044, -124.320254
Description: The purpose of the Project is to implement in-water storage of vintage wines to assist in the aging process. The applicant would permanently place up to 427 cubic yards of metal and glass in the form of 45 storage cases of wine below the MHWM of South Slough within an area measuring 0.07-acre to age wine underwater. The cages would be constructed utilizing recycled commercial spill pallets, iron, and stainless steel. Each cage would have an individual footprint of 16 square feet.
The applicant would deploy and retrieve the wine cages using a crane operating from a vessel. The cages would be located at a water depth of approximately 20-feet. The applicant would utilize a remotely operated vehicle to ensure the wine cages are placed in the appropriate location and to remove the crane hook after the cage is placed on the seafloor. Once the first cage has been set, the remaining cages would follow this sequence and would be positioned on the slough floor by divers in a linear configuration, leaving approximately three feet of spacing between cages to allow for appropriate temperature and currents. The applicant may mark the project location with a few surface buoys to alert boaters of the cage presence within the waterway to minimize potential conflicts with vessel navigation.
The applicant would deploy the cages in an initial batch of approximately 10 to 20 cages. During the second year of operations the applicant would place a total of 45 cages in three rows of 15 cages. The applicant would store the wine cages on the seafloor for 6 to 12 months before they would be removed and replaced with new cages. The installation and recovery of wine cages would take several days. The applicant would utilize the Oregon International Port of Coos Bay’s Ice House dock in Charleston, Oregon to load cages for deployment in the slough and once the cages are retrieved from the slough.
