On Tuesday July 16, 2024, the Federal Emergency Management Agency (FEMA) sent an important announcement to counties and cities about how FEMA will implement the Endangered Species Act (ESA) within the National Flood Insurance Program (NFIP). FEMA has been working on an environmental impact statement (EIS) for the NFIP implementation plan in response to the biological opinion (Bi-Op) and concerns that the NFIP affects threatened species. FEMA announced significant new pre-implementation compliance measures (PICM) that will run in parallel with the EIS process. FEMA is asking cities and counties to select a PICM option by December 1, 2024 and begin reporting in January 2025.
If you work for a city or county that is outside the area covered by the Bi-Op (see map below), you do not need to do anything additional, and you can disregard this message.
If you work for a city or county in the area covered by the Bi-Op, we recommend that you read the FEMA announcement very carefully and register for one of the FEMA webinars listed below. If you did not receive the FEMA announcement, you should contact FEMA to update their contact list and to receive a copy of FEMA’s announcement for your community.
 The Bi-Op Implementation Plan Area is defined by the boundaries of six NOAA Salmon and Steelhead Recovery Domains within the State of Oregon: Oregon Coast, Southern Oregon, Willamette River, Lower Columbia River, Middle Columbia River, and Snake River.
