Offshore Wind Energy Policy Specialist
Join the Oregon Department of Land Conservation and Development (DLCD) as a Offshore Wind Energy Policy Specialist in our Oregon Coastal Management Program (OCMP). This position will be responsible for leading an assessment of Oregon’s federally approved enforceable policies applicable to offshore wind energy development. The assessment will include both policies related to ocean management as well as policies applicable to the onshore components of an offshore project. Offshore Wind Energy Policy Specialist will:
- Actively coordinate with OCMP networked agencies and local governments to complete the assessment and implement actions necessary to address priority gaps through rulemaking or the establishment of policy in administrative rules, local comprehensive plan amendments, or new statutes.
- Analyze policy for compliance with state and federal planning regulations and guidelines. Analyze the impact of policy decisions and alternatives to proposed actions.

Offshore Wind Energy Roadmap Project Coordinator
Join the Oregon Department of Land Conservation and Development (DLCD) as a Offshore Wind Energy Roadmap Project Coordinator in our Oregon Coastal Management Program (OCMP). This position will act as the lead for the department on offshore wind energy policies, procedures, and review of proposed projects. Floating offshore wind energy, globally, is an emerging industry and a potential additional source of clean energy. There is substantial wind energy development potential in state and federal waters off the coast of Oregon. There are equally important aspects of Oregon's oceans, ecosystems, and coastal communities that could be impacted, positively or negatively, by offshore wind energy development including the environment, fishing, Tribal cultural resources, and coastal economies. As directed by House Bill 4080 (HB 4080) in the 2024 legislative session, DLCD is responsible for working with the Governor's office, representatives of tribal nations, other agencies, local governments, and interested parties on the completion of a Roadmap. The Offshore Wind Energy Roadmap Project Coordinator will:
- Develop Roadmap and lead others in implementing planning efforts to meet the intent of HB 4080 and support state agencies and local jurisdictions as Offshore Wind (OSW) projects are proposed.
- The Roadmap Project Coordination will be responsible for leading the state to conduct an open, transparent, proactive, and comprehensive dialogue around floating offshore wind energy that represents all of Oregon’s interests in state, tribal, regional, and federal planning and decision making resulting in a Roadmap.
