June 27-28, 2024

The agenda for the Land Conservation and Development Commission (LCDC) June 27-28, 2024 hybrid meeting is available online. Thursday, June 27

  • The commission will hold an executive session pursuant to ORS 192.660(2)(h) which authorizes the commission to consult with legal counsel concerning the rights and duties of a public body with regard to current litigation or litigation likely to be filed. While members of the public may not attend executive session, representatives of the news media may attend but not report on the discussion.
  • The commission will receive an update by the director on recent matters concerning the department.
  • The commission will receive a briefing on the Groundwater Allocation Policy Updates from Oregon Water Resources Department staff. 
  • The commission will adopt the updated employment tables for the Simplified Urban Growth Boundary expansion method. The employment tables are created by the Oregon Employment Department and adopted into rule periodically.
  • The commission will receive a presentation on the background, scope and progress of the Mass Timber Model Code Update. DLCD is utlizing a portion of a $41.4 million Build Back Better Grant from the federal government to help local governments update and modernize local codes.
  • The commission will receive an update on the Oregon Housing Needs Analysis rulemaking project. Housing Division staff will brief the commission on major policy questions and discussions and receive commission feedback.
  • The commission will receive a presentation on Sea Level Rise work conducted in Clatsop County.
  • The commission will receive a briefing on the Child Care Facilities Study.
  • The commission will review the department's filing submitted to the Land Use Board of Appeals regarding Clackamas County's approval of a zone change to increase residential density on lands zoned for rural residential use. 

Friday, June 28

  • The commission will take a tour of Bend's recent housing development. Please note: while the tour and round table are open to community members, neither will be livestreamed. 
  • Commissioners will host a round table lunch discussion. Regional leaders will share important land use and economic and community development issues with the commission. Lunch will be provided for invited guests.
  • Commission business includes updates from each commissioner. The commission also will receive a Budget and Management (BAM) Subcommittee report and consider appointment of a new vice-chair for the commission.
  • The commission will recieve a briefing from the department on rulemaking to reduce conflicts in siting of renewable solar energy facilities in Eastern Oregon.
  • The commission will receive public comment on topics not scheduled elsewhere on the agenda.
