Local Climate Actions Supported with More Funding
The State of Oregon has published an update to the Every Mile Counts Funding Handbook for Local Governments, which helps cities and counties find federal and state funding sources for local climate actions.
The update include five additional funding sources for local governments:
- Environmental Protection Agency - Clean Ports Program Zero-Emissions Vehicles
- Federal Railroad Administration - Crossing Elimination program
- Federal Highway Administration - Congestion Relief program
- Federal Highway Administration - Active Transportation Infrastructure Investment Program
- Oregon Department of Transportation - Carbon Reduction Program
The funding handbook helps local partners understand various resources available, including funding amounts, lead federal or state agency, application timelines, staff contact information, and how to find more information.

Local Governments Invited to April 5 Webinar
DLCD and the Oregon Department of Transportation (ODOT) continue to help local governments implement Oregon’s updated Transportation Planning Rules and the other parts of the Climate-Friendly and Equitable Communities (CFEC) program. During the webinar, staff of both agencies would like to share updates on resources available and other recent activities. Agency staff will share updates that include highlights from work underway as well as important information about adjustments to the program’s budget that will affect some implementation efforts. We will make a recording available for those unable to attend.

DLCD Comments on Climate-Friendly Area Studies Posted
The department has commented on all the submitted climate-friendly area studies. View those comments, and the studies, on our CFEC web page.
The studies are the first step of a two-step process to designate areas for more walkable, climate-friendly development. Fifteen communities are required to update local zoning codes and to meet the climate-friendly area standards by December 31, 2024, or an approved alternative date. The communities are Ashland, Albany, Bend, Central Point, Corvallis, Eagle Point, Eugene, Grants Pass, Keizer, Marion County, Medford, Philomath, Salem, Springfield, and Talent.
Office Hours
Staff from DLCD and the ODOT hold office hours every month to answer questions about the Climate-Friendly and Equitable Communities program. Everyone is welcome.
This announcement is part of a larger effort to help cities and counties in metropolitan areas implement the Climate-Friendly and Equitable Communities (CFEC) program. The program aims to reduce climate pollution, provide more transportation and housing choices, and promote equitable land use planning outcomes.
