The Department of Land Conservation and Development (DLCD) is investing in communities across Oregon to reduce greenhouse gas pollution and increase equity. The investments come thanks to a $2.69 million appropriation from the Oregon legislature. They join other investments from the department and the Oregon Department of Transportation.
The investments will fund 58 projects in 26 cities and counties:

Investments include:
- Market studies to help locate and encourage more walkable development
- Development code audits and updates
- Equitable engagement work
- Climate-friendly areas planning
- Regional scenario planning work
- Parking code updates
- Reviews of gaps in walking, biking and transit networks
Some projects fund consultant work, and others fund local planning staff.
The department is also assisting some cities with direct staff-to-staff advice and by reviewing local development codes.
Finally, the department is creating tools to assist communities, including a model land use code for walkable cities, a parking management jump start guide, resources on equity analysis, and a toolkit for improving equitable engagement.
This announcement is part of a larger effort to support communities implementing the Climate-Friendly and Equitable Communities (CFEC) program. The program aims to reduce climate pollution, provide more transportation and housing choices, and promote equitable land use planning outcomes.
