Department Seeks Volunteers to Serve on Rulemaking Advisory Committee for Goal 9 Target Industries Approach Rulemaking

Application Period Open Through February 13, 2024

On November 3, 2023, the Land Conservation and Development Commission (LCDC) directed Department of Land Conservation and Development (DLCD) staff to begin a rulemaking effort to clarify use of the "Target Industries Approach" by cities in Economic Opportunities Analyses (EOAs). The department is currently accepting applications from interested Oregonians to serve on the Rules Advisory Committee (RAC). RAC members will advise agency staff in drafting recommended rules.

To prepare for an efficient rulemaking process scheduled to conclude by August 2024, the Department is opening recruitment for a rulemaking advisory committee (RAC) in advance of the January LCDC meeting, when commissioners will deliberate the draft rulemaking charge and identify interests the RAC should represent.

Applications to serve on the RAC must be submitted by midnight on Tuesday, February 13th, 2024.

RAC Meetings

Staff expect the RAC to meet four or fewer times in three-hour Zoom meetings between March and June 2024. Community members will be able to view RAC meetings in person or online and are welcome to email comments to staff throughout the rulemaking process. RAC meeting links and summaries will be made available on the Goal 9 Rulemaking page. LCDC will hold a public hearing when staff presents a the RAC’s recommended draft for consideration.
