Corvallis Submits Climate-Friendly Area Study

Congratulations to the City of Corvallis for submitting its climate-friendly area study! A climate-friendly area is an urban mixed-use area with housing, jobs, businesses, and services located near one another. Climate-friendly areas allow residents, employees, and visitors to meet more of their daily needs with shorter or fewer driving trips.

If you have comments on the Corvallis study, please send them to dlcd.cfec@dlcd.oregon.gov by January 10, 2024. The department will review the study and any public comments, and then provide department comments and public comments to the local government. Gold Hill, Springfield, Ashland Repeal Parking Mandates

The city councils of Gold Hill, Springfield, and Ashland have all voted to repeal parking mandates citywide, in May, November, and December, respectively. Twelve Oregon cities have now done so.

Six-Story Mixed-Use Development Proposed in Salem

In November, the Salem city council approved a $749,999 grant to support a six-story downtown development. Builders will provide 98 apartments and seven ground-floor live/work units. It will include a mix of studio, one-bedroom and two-bedroom units; fifteen of which will be rented at affordable rates.

The development is located directly across from Salem’s transit center, on a current surface parking lot. It was the site of Salem’s old city hall, demolished in 1972, and is in a zone Salem studied as a potential climate-friendly area. The development is possible in part because Salem reduced parking mandates. Reducing parking mandats also enabled another mixed use development north of downtown. Read more in the Statesman-Journal.

Parking Guidance Updated

The department recently published updated guidance for the Climate-Friendly and Equitable Communities (CFEC) provisions governing car parking. The guidance incorporates rule amendments the Land Conservation and Development Commission adopted at its November meeting, and is available on the CFEC implementation web page. Guidance includes:

Transportation Planning Rules PDF with Bookmarks Available

The Department of Land Conservation and Development has updated its PDF version of the Transportation Planning Rules (Oregon Administrative Rules 660-012) to include bookmarks, making it easy to jump to specific rules. This version is unofficial and should not be relied on for legal matters. The official rules are on the Secretary of State’s web page.


This announcement is part of a larger effort to support communities implementing the Climate-Friendly and Equitable Communities (CFEC) program. The program aims to reduce climate pollution, provide more transportation and housing choices, and promote equitable land use planning outcomes.
