Oregon Housing Needs Analysis Rulemaking Advisory Committee Meeting Notice

The Oregon Housing Needs Analysis Rulemaking Advisory Committee (RAC) will meet for the second time on Tuesday December 12, 2023, from 1:00 p.m. to 4:00pm. The meeting will take place virtually and will be livestreamed and recorded on the department’s YouTube channel.

DLCD staff have prepared a packet of background and introductory materials that can be viewed on the department’s Housing Rulemaking webpage.

The goal of this second meeting of the RAC is to ensure that committee members begin to build a solid and shared understanding of

• The foundational elements of Statewide Planning Goals 10 (Housing) and 14 (Urbanization),
• The existing housing planning process, and
• How that process is slated to change as a result of the passage of House Bills 2001 and 2889 in 2023.

RAC meetings will resume in March 2024.

Technical Advisory Committees

The Oregon Housing Needs Analysis Rulemaking is supported by three technical advisory committees (TACs). Technical advisory committees meet more frequently than the RAC. Staff will publish meeting agendas for all TAC meetings, meeting materials for the TACs will be published when appropriate. Not all TAC meetings will include meeting materials. Community members are welcome to attend all meetings.

On December 14, 2023, from 9 a.m. to noon a joint orientation meeting of the TACs will be hosted by the DLCD. The meeting will take place virtually and will be livestreamed and recorded on the department’s YouTube channel.

Housing Needs and Production The Housing Needs and Production Technical Advisory Committee (NAPTAC) is tasked with redirecting the implementation of Goal 10 from a narrow focus on housing and land capacity towards a more comprehensive framework that emphasizes local actions to achieve specific fair and equitable outcomes. Housing Capacity and Urbanization The Housing Capacity and Urbanization Technical Advisory Committee (CAUTAC) will focus on establishing a framework by which DLCD evaluates local government progress towards housing production targets and outcomes. Housing Accountability The Housing Accountability Technical Advisory Committee (HATAC) will work to provide greater clarity and certainty in the adoption and acknowledgement for both housing- and urbanization-related planning processes.
