DLCD is Inviting Public Comment on the City of Salem Climate-Friendly Area Study
Congratulations to the City of Salem for submitting its climate-friendly area study under Oregon’s Climate-Friendly and Equitable Communities (CFEC) program! This study is the second submission of fifteen for Oregon's qualifying metropolitan areas this year.

Comments must be submitted by October 25, 2023.
Context
A climate-friendly area is an urban mixed-use area with housing, jobs, businesses, and services located near one another to allow residents, employees, and visitors to meet more of their daily needs with shorter or fewer driving trips. The requirements for climate-friendly areas (CFAs) are in Oregon Administrative Rules 660-012-0310 through 660-012-0325.
A city or county undertakes this study as the first step in the process of adopting a climate-friendly area or areas. If you would like to learn more about the information required in a CFA study and the process for review, read sections (4) and (5) of Oregon Administrative Rule 660-012-0315.
A local government may choose one or several CFAs, based on local goals, needs and development patterns. The studies identify the most promising candidate areas for designation as a CFA. The fifteen cities and counties subject to the rule have until December 31, 2023, to submit their CFA studies for review and comment by the department and community members (unless the city was granted a time extension).
Additional Information
The Department of Land Conservation and Development will post climate-friendly area studies on the CFEC web page within 30 days of receiving them from a local government. Interested persons have opportunity to review and provide comments on the study within 21 days of posting.
The department will review the study and any public comments. Staff will then provide department comments to the local government, along with any public comments, within 60 days of posting.
A climate-friendly area study is not a land use decision. The study informs the second step in the designation process, the adoption of a climate-friendly area or areas. To adopt CFAs, local governments update zoning or comprehensive plan maps to show the location of CFAs, and may need to update development codes. Unless the department has approved an alternative date for the local government, local governments are required to adopt CFAs by December 31, 2024.
