Call for Public Comment on City of Newport's Housing Production Strategy
Congratulations to the City of Newport for adopting its official Housing Production Strategy (HPS) Report under Oregon Administrative Rule 660-008. The Housing Production Strategy is like a "housing game plan" for the city. It outlines the specific tools, actions, and policies that will be used to address the community's housing needs and increase housing production, affordability, and choice.
According to Oregon Revised Statute 197.291, the Department of Land Conservation and Development (DLCD) is now inviting public comments on the city's adopted Housing Production Strategy Report. The report will be available on DLCD's Housing Needs and Production webpage for a 45-day period, starting on June 16 and ending on July 31, 2023.

At the end of the 45-day public comment period, DLCD will gather and publish any comments received on the Housing Needs and Production webpage.
DLCD has 120 days to review the city's Housing Production Strategy and make a final decision to approve it, approve with conditions, or send it back for further work (ORS 197.291). Public comments will be taken into consideration during this decision-making process. The final decision on the City of Newport's Housing Production Strategy will be made on or before October 14, 2023.
It's important to note that DLCD's decisions regarding the approval or remand of an HPS are not land use decisions and cannot be appealed by any party.
