Due to a priority community webinar regarding potential changes to SNAP in November, the Partner Update is being sent earlier than normal.
Oregon Department of Human Services (ODHS) warmly invites you to attend a webinar that will provide an opportunity to connect with us and receive updates about impacts to Supplemental Nutrition Assistance Program (SNAP) November benefits if the federal government shutdown continues into November.

What to expect: • This webinar will be recorded. • All participant microphones will be muted. • There will be an option to submit written questions. • Materials shared during the webinar will be e-mailed to all registrants. You can also find information on the ODHS web page. • Spanish language and ASL Interpretation along with Real-time captioning (CART) will be available.
For people who speak or use a language other than English or Spanish, people with disabilities or people who need additional support, we can provide free help. Some examples are: • Spoken language interpreters • Written materials in other languages • Braille • Large print • Virtual platform change • Audio and other formats
This meeting will be virtual-only. This meeting will screen share and use PowerPoint slides. The Oregon Department of Human Services (ODHS) began mailing notices Oct. 15, 2025, to people in Oregon who applied for Supplemental Nutrition Assistance Program (SNAP) food benefits between July 4 through Sept. 30, 2025, and whose food benefits will change or end due to new federal changes from the U.S. Congress and the President..
During the next 10 months, ODHS will use the new H.R.1 laws when SNAP benefits are updated.
These changes are required by federal law and will affect more than 313,000 people currently receiving SNAP in Oregon.

Parent Advisory Councils are an important part of transforming the child welfare system. They are led by parents who have been involved with child welfare during a time of crisis and have reunified with their children. Parents with lived experience advise ODHS about ways to reduce trauma and better support family healing and resilience.

The Oregon Department of Human Services is working with our partner Evident Change to understand how mandatory reporters, helpline staff and Oregon Child Abuse Hotline intake workers make decisions in complex situations.
The goal is to understand how child welfare staff and mandatory reporters are navigating situations where both poverty and neglect may be intersecting, and best practices for alternatives to unnecessary Child Protective Services (CPS) reports. Survey results will help Evident Change make recommendations on policies and practices and develop new and improved pathways for families to get the help they need.
The survey is open now and will close Nov. 7. All surveys are anonymous and confidential and take about 15 minutes to complete. Fill out the survey.

This year’s theme of “celebrating value and talent” is reflected in Oregon throughout the year in the countless ways people with disabilities bring value to their jobs and communities.
In 2023, 47% of Oregon residents with disabilities ages 18 to 64 were employed, compared with 79.7% of people without disabilities — about a 33% gap (source). Several state employment programs work to help people with disabilities enter and stay in the workforce.

With one in four adults reporting a disability in the U.S., it’s likely you work alongside people with disabilities. You may not even know it because many disabilities are invisible. |

Studies show that those of us who have experienced trauma in childhood are at a higher risk of relationship challenges - including domestic violence - as adults. By teaching young people about healthy relationships, you can help them recognize and prevent relationship abuse in the future.
