A New Website for eXPRS Training Videos
Over the last few months, we've worked hard at producing and uploading video content to ODHS' YouTube channel. This has made it easier for users to access key training resources.
Now, we’re excited to announce the availability of a new eXPRS Software Training Videos website!
This website has links to content on the YouTube channel. It also has a modern interface that allows you to search and filter the video content by keyword, system module or language so that you can find helpful "how-to" videos and webinar content.
There are currently over 30 videos posted on this website, with many more soon to come! As videos are made available, notification will be posted on the eXPRS Login Page.
We invite you to explore the new site today and bookmark it for easy access. And as always, we welcome your feedback—let us know what you think and how we can continue to improve your training experience!
Plan of Care
Dropdown Updates
Some Service Element, Procedure Code and Modifier Code combinations have been retired. They will no longer be available to select in the corresponding dropdown menu on the Plan of Care, and any of these combinations that were authorized will now show on the Legacy Tab of the Plan of Care.
But don't worry! The codes can still be searched for on the various search pages.
Service Eligibility Tab Updates
On the Plan of Care > Service Eligibility Tab, deleted DD Eligibility segments and Level of Care segments no longer display, and duplicate CM CPAs no longer display. Additionally, if more than one Level of Care exists, only the last segment will display.
This change simplifies the look and feel of this tab, making it easier to read and understand.
Authorizations
Community Transportation Limit
According to the latest version of the ODDS Expenditure Guidelines, Case Management Entities may authorize multiple transportation services without seeking an ODDS exception, as long as the total of all transportation costs does not exceed $600 per month.
eXPRS has now been updated so that Service Prior Authorizations for Community Transportation services will only pend for ODDS approval if the total for these services exceeds that amount.
Rate Section Error Message
Previously, in certain situations, the Rate section of an authorization might display a repeating error message stating "No positive ranked continuous rate" for multiple days in a row.
Now, this issue has been resolved. If the error should appear, it will display only one continuous date segment for the period of the error.
This message alerts the user that the issue is with the provider's credentials. Additionally, the error message may display the incorrect date range, so it's good to pay attention to the Start Date and End Date fields for the most accurate information.
CIIS Transfer Checkbox Updates
The CIIS Transfer checkbox now appears for a PSW only if the following conditions are met:
- The Service Element is 49, 54 or 149
- The PSW has an active 84-801 Provider Type & Specialty that overlaps the first day of the SPA
- The individual's age is 18 (calculated from DOB on their record)
- The SPA Start Date is within the individual's 18th year.
Service Delivered Billing Entries (SDs) and Claims
Foster Care Claims
Claims for Child and Adult Foster Care Services no longer move to Suspended status due to a rounding error.
Paid Parent Direct Support Professionals
Paid Parent Direct Support Professionals that deliver attendant care service to their children using eXPRS Mobile-EVV must select their child under Procedure Code OR525. They will no longer able to select their child under Procedure Code OR526.
SDs Submitted After 18 Months
In eXPRS v2025.2, changes to processing SDs were made in order to comply with rules for Medicaid billing. As a result of those changes, SDs that are created and submitted twelve (12) months after the service date now move to Denied Status instead of Suspended Status.
Now, SDs that are submitted after 18 months will also move to Denied Status instead of Suspended Status.

Other Changes
Oregon Needs Assessment (ONA)
When an ONA is submitted and Level of Care scores are below 50%, the LOC will now pend for approval.
Personal Support Workers
Made modifications to ensure that a Personal Support Worker provider that also delivers service as a Home Care Worker or Personal Care Attendant has the correct rate applied to their claims.
