The Oregon Department of Human Services (ODHS), Office of Aging and People with Disabilities (APD) is requesting public input on the proposed adoption of two rule divisions for Oregon Project Independence-Medicaid (OPI-M).
The following Notices of Proposed Rulemaking have been filed with the Secretary of State:
OAR chapter 411, division 014 – Outlines OPI-M program eligibility OAR chapter 411, division 016 – Implements OPI-M program
The Notice of Proposed Rulemaking includes:
♦ How to supply written comments or attend a rule hearing ♦ The reason APD needs to adopt the rules ♦ Details about the changes for each rule ♦ The racial equity and fiscal impact of the rules ♦ The rule text
PUBLIC COMMENT Anyone may comment on the proposed rule changes by supplying written comments or attending a rulemaking hearing. All written and oral comments will be given equal consideration before APD proceeds with permanent rulemaking.
Written comments: Written comments must be received by 5 p.m. on Oct. 25, 2024. Comments may be sent by email to apd.rules@odhsoha.oregon.gov or mailed to APD Rules Coordinator, 500 Summer Street NE, E-02, Salem, OR 97301.
Rule hearing: A virtual public hearing will be held using Zoom. A rule hearing is a time for people to provide comments on the proposed rules. There will be no physical location for this hearing.
Date and time: Oct. 22, 2024, at 9 a.m.
Attendees: Attendees will need to join the meeting by Zoom or phone. If you wish to comment on the proposed rule changes, please sign in or connect no later than 15 minutes after the start time.

The rule hearing will adjourn after 30 minutes if no one attends or wants to provide comments.
