New and updated policies added to VR Policy Manual
The VR policy manual has been updated and can be found on the Vocational Rehabilitation Rules and Regulations web page.
New policy
Policy adoption process (page 2)
This policy describes the process for VR to adopt new policy. Policy may be added or amended for a variety of reasons. The policy discusses what drives policy additions or changes, priority and timing of change, and the workflow that assures review before implementation.
Updated policies
Vendors, purchasing and payment (page 337)
Expungement, set asides or dismissal fees and other related expenses to remove previous arrest, charge, conviction, or past legal action cannot be paid by VR.
File closure – unable to benefit (page 147)
As an Employment First State, Oregon VR believes that all individuals are able to gain, maintain and retain employment and advance in their careers with the appropriate supports. However, the Rehabilitation Services Administration (RSA) requires that the Program address the process of closing an individual as “unable to benefit” in policy. References to the former term “too severe to benefit” are replaced with “unable to benefit.”
Requirement to obtain an individual’s Social Security Number (page 56)
Individuals applying for Vocational Rehabilitation are expected to share their Social Security Number (SSN) with the program.
If an applicant consents, the VR counselor may help the individual navigate the steps to create an account. VR may assist the individual to apply for an SSN, as appropriate.
Other changes to the policy manual
The format of the policy manual has been updated to more consistently meet ODHS style requirements.
