The Background Check Unit, a Shared Service of the Oregon Department of Human Services and the Oregon Health Authority has filed a Notice of Proposed Rulemaking.

Summary: The Oregon Department of Human Services Child Welfare is committed to providing services to children and families best suited to result in positive and successful outcomes. Often such outcomes depend on the relationship between Child Welfare staff and volunteers with their clients. The Department filed temporary rules 10/4/2023 to clearly explain the background check process for subject individuals with lived experience who may understand and connect with clients with similar history, allowing the Department to complete a weighing test and final fitness determination rather than automatically making such an individual ineligible. The Department is now proposing to make these rules permanent. The Department also proposes to update rules with current references, improve language clarity and correct any grammatical errors.
