Approximately 19,000 Oregon Health Plan (OHP) and Medicare Savings Program (MSP) members received incorrect approval notices in August.
These members had either not responded to a renewal or were no longer eligible for medical for other reasons. They were supposed to receive a closure notice but were mistakenly sent an approval notice instead.
All affected members will keep their medical coverage through at least Dec. 31, 2023.
People affected by this error will be sent a notice either mid-September or mid-October informing them they either still need to submit more information to keep their benefits, or that their coverage is ending.
People will also get calls from the state in late September explaining what happened, and what they need to provide to determine if they are still eligible beyond Dec. 31, 2023.

In the last two years, the Employment Related Day Care (ERDC) program has changed to work better for families, and now 14,000 families are enrolled in ERDC statewide. ERDC grew by 52 percent from July 2021 to June 2023, with thousands of families joining the program since the end of June.
This means more families are benefiting from ERDC, but there is not enough program funding to support ERDC’s growth. On Nov. 4, 2023, Oregon will activate a waitlist for new families applying for ERDC. The waitlist will not impact families currently receiving ERDC.
The ONE Eligibility system is built to exempt certain populations from the waitlist through a screening page in the Worker Portal. This includes:
- Families recently or currently receiving Temporary Assistance for Needy Families (TANF) or Temporary Assistance for Domestic Violence Survivors (TA-DVS)
- Families referred by Child Welfare
- Families reapplying for ERDC within two months of benefits ending
- Families being placed in a contracted slot for Head Start
Please do not share about the waitlist with families yet. The Department of Early Learning and Care (DELC) will announce the waitlist to families and the public on Sept. 20, 2023.

Many of our members worry phone calls or letters they receive from us could be a scam. We want to let you know about some legitimate letters members are currently receiving in the mail.
The Oregon Health Insurance Survey (OHIS) is currently being sent to households in Oregon as part of our 2023 data collection. This survey is an important source of information about health care coverage and progress towards health equity goals in the state. For instance, it is one way we measure our uninsured rate. To help encourage people to take the survey, some invitation letters included a $1 bill as an incentive. We hope that the recipients will complete the survey, but they are welcome to keep the $1 whether they complete the survey or not.

Additionally, the Oregon Health Authority is currently fielding the Mental Health Statistics Improvement Program Survey. It is an annual survey of people who receive mental health care services through Medicaid. The Oregon Eligibility Partnership (OEP) Regionals 2023 are happening now. These sessions focus on eligibility work but are available for all staff in Aging and People with Disabilities (APD), Self-Sufficiency Programs (SSP) and Area Agencies on Aging (AAA). All staff including local leaders are encouraged, but not required, to attend. If you have missed your previous district or area OEP Regional, please try to attend any of the other upcoming sessions.
Find out when the OEP Regionals visit your district or area by reviewing the 2023 District Schedule.
Two session times are offered for each district and the same schedule is available for all regional sessions. Review the 2023 OEP Regionals session schedule to find out when each topic is discussed.
Attendance to the OEP Regionals is highly encouraged by leadership. In-person attendance is highly recommended. Coordinate with your manager to make sure you can attend at least one session.

Pandemic EBT (P-EBT) food benefits for Summer 2023 are being issued. ODHS will provide approximately $39 million in food benefits to approximately 325,000 students.
The first and largest group of issuances is already complete. A one-time amount of $120 has been added to children's existing cards from past issuances. Eligible children will receive a letter in the mail following the benefit issuance. Newly eligible children will receive a new P-EBT card in the mail. Subsequent disbursements will occur regularly until Sept. 29, 2023.
Please encourage families and parents to call the P-EBT Call Center for assistance at 844-ORE-PEBT (844-673-7328) Monday through Friday from 8 a.m. to 5 p.m. Pacific Time. This is a temporary hotline for P-EBT only. In an effort to increase awareness among families, P-EBT points of contact and community partners have also received flyers, social media posts, videos, FAQs and more.
ODHS has also received federal approval for additional P-EBT benefits for children under age six who are not attending school. More information about when and how those benefits will be issued will be announced soon.
Staff serve diverse people and families across the state, and sometimes come across names that could be difficult to pronounce. By pronouncing someone’s name correctly, we create an environment of respect and inclusion. Here are some examples to help you in these interactions:
"I want to make sure that I say your name correctly. Could you pronounce your name for me, please?"
"Can you tell me how to properly pronounce your name?"
After they pronounce their name, say it back to them and then ask, "Did I get the pronunciation right?"
Staff can also use the sticky notes tool in the system to include the person’s name pronunciation.
